The Roblox Settlement: A Major Step in Child Protection
The online video game platform Roblox has agreed to pay over USD 23 million to the states of Alabama and West Virginia to resolve investigations regarding the protection of minors using its services. Both attorneys general announced that Roblox will be implementing new safety measures across its chat and gaming tools aimed at child users, as reported by NBC News and Reuters.
Addressing Serious Concerns
This agreement follows multiple complaints regarding the exposure of minors to sexual predators and inappropriate content, as well as weaknesses in existing parental controls. The focus is on enhancing digital safety and improving oversight of interactions among young users of the platform.
According to Attorney General John McCuskey’s office, West Virginia will receive USD 11.08 million; over USD 4 million will be allocated for educational initiatives, workshops for parents and guardians, and the hiring of a specialist in digital security, as reported by Reuters.
Cooperation During Investigations
McCuskey has emphasized his office’s worries after surfacing significant security flaws that placed minors at risk. Nonetheless, during the eight months of investigation, he highlighted Roblox’s proactive collaboration and the implementation of security measures, even prior to the agreement: “That showed me that they were doing it on their own, which was very significant.”
In Alabama, Attorney General Steve Marshall announced that the state will receive USD 12.2 million, which will entirely support educational initiatives for school officials. The agreement includes a stipulation allowing for an additional USD 5 million if Roblox fails to fulfill its commitments over the next four years.
Continuing Legal Pressures
These agreements with West Virginia and Alabama follow a similar resolution made earlier with Snowfall, in which Roblox agreed to pay USD 12.5 million for funding children’s programs and state awareness campaigns. Seven states currently have ongoing legal actions concerning similar concerns regarding minors, and over 140 families have launched federal lawsuits in California, accusing the platform of facilitating child sexual exploitation.
Mandatory Security Measures
Despite having an impressive user base of 151.5 million active players, Roblox does not disclose the number of users under the age of 13, though data from July 2025 indicates that they comprise 36% of the user base. Under the recent agreements, Roblox must establish mandatory age verification for all users, utilizing official IDs or facial recognition to access chat features and bolster restrictions that limit interactions between minors and adults.
Communications among minors will also come under stricter controls: encryption will be stripped from chats for child users, restricting interactions to individuals over 16 years of age who are verified as “trusted friends.” Parental consent will be necessary for children under 13 to interact with others. Special protocols will be in place for users aged 5 to 8, limiting communications unless explicitly authorized by guardians, while access will be confined to games with minimal content warnings. Users aged 9 to 15 will experience controlled chat options subject to parental oversight and game-specific warnings.
Setting Standards for Digital Safety
Roblox representatives highlighted that these agreements, especially with Nevada, could provide a “frame of reference” for similar platforms and regions. Matt Kaufman, the chief security officer, emphasized the importance of these resolutions in establishing a new benchmark for digital safety.
Attorney General Marshall remarked that measures agreed upon in Alabama are already in motion, with an expected completion between May and September. He expressed hope that this swift resolution could motivate other states to adopt analogous precautionary measures.
