The Ministry of Education of Peru Takes Action Against Violent Offenders in Schools
In a significant move to protect students, the Ministry of Education of Peru has taken decisive action by separating more than 1,000 teachers and administrative staff involved in serious criminal activities. This decision marks a crucial step toward establishing safer educational environments, as the ministry works to identify and expel individuals posing risks to students.
The latest figures reveal that a total of 944 teachers have already been affected by these actions between April 1, 2024 , and July 15, 2025 . These individuals were associated with 961 public schools and 136 private educational institutions across the nation. The extent of this issue highlights a pressing need for vigilance in hiring practices within educational institutions.
Types of Offenses Leading to Separation
Among those separated, 169 teachers have been definitively removed from their positions due to serious convictions, while an additional 928 are currently under judicial scrutiny. The ministry describes this preventive separation as a provisional measure intended to ensure student safety. In total, the breakdown of offenses includes:
- 931 individuals accused or convicted of crimes against sexual freedom
- 82 counts related to terrorism or the apology of terrorism
- 22 crimes involving illicit drug trafficking
- 20 charges related to intentional homicide
Even more alarming, at least twelve educators are facing allegations for making sexual propositions to minors using technological means. Two teachers find themselves involved in femicide cases, and a hospital administrator was permanently separated after receiving a conviction for parricide .
Impact on Hiring Practices
The Ministry has also initiated steps to halt the hiring process for 2,472 teachers who are currently under investigation for serious offenses. This proactive measure aims to prevent these individuals from securing roles in any educational institutions, further ensuring that students remain protected from potential harm.
Morgan Quero, the Minister of Education , emphasized the department’s commitment to safeguarding educational environments: “The Ministry of Education aims to create safe spaces . We constantly work to identify and expel all individuals who represent a risk to students within our schools.”
Challenges of Ensuring Safe Educational Environments
The revelations surrounding this situation bring to light the critical need for comprehensive measures in establishing and maintaining safe educational environments. The prevalence of serious criminal offenses among educators points to systemic issues in vetting and hiring practices. The ministry’s current actions may be a step in the right direction, but ongoing vigilance and improvement in this processes are essential.
Moving forward, a coordinated effort involving not just the Ministry of Education but also law enforcement and community stakeholders is necessary to ensure the successful implementation of these changes. By fostering an atmosphere of transparency and accountability, Peru can take significant strides toward eradicating the presence of dangerous individuals within its educational institutions.
As this initiative unfolds, continuous monitoring and assessment of the impact on both teachers and students will be vital. The goal is not only to remove offenders but to build a trustful relationship between educators and the communities they serve. The Ministry’s measures are a courageous attempt to put student safety at the forefront of educational policies in Peru.
