The April Blackout: A Wake-Up Call for Spain’s Energy Infrastructure

Despite this, the country faces significant challenges due to inadequate interconnections, storage capabilities, and network capacity.
According to energy analysts, Spain remains an energy island , with a mere 2.8% exchange capacity with France, far from the European target of 15% by 2030. This limited capacity means that while solar and wind farms generate surplus energy, much of it is wasted due to the inability to transfer or sell it to other regions. The blackout was not merely an isolated event; it highlighted a structural disconnection in Spain’s energy framework. It has also catalyzed the country’s most ambitious electrical modernization plan in decades.
A Blueprint for Change
In response, the Ministry for the Ecological Transition and the Demographic Challenge (MITECO) has put forth the Transportation Network Development Plan 2025-2030. This document outlines a strategic approach to foster a “change of energy paradigm.” Whereas previous projections estimated a demand increase of 2 GW , the new plan anticipates a staggering 27 GW , focusing on industrial projects and sustainable energy consumption.
The total investment allocated for this ambitious plan reaches 13.6 billion euros , aiming to support a projected consumption of 375 TWh by 2030 . To meet this surge, the initiative aims to integrate 159 GW of renewable energy sources and over 22 GW of storage options, which include batteries, hydraulic pumping systems, and green hydrogen technologies. This represents the largest leap in electrical capacity in Spain’s history.
Eliminating the Bottleneck
A crucial aspect of the plan is the enhancement of international interconnection capacity . The most prominent project currently underway is the interconnection of the Bay of Biscay . This infrastructure includes a 400-kilometer submarine cable , with 300 kilometers submerged, connecting Gatika in Spain to Cubnezais in France. Financed with 1.6 billion euros from the European Investment Bank, this initiative is set to double electricity exchange capacity between both nations to 5,000 MW by 2028 .
Furthermore, additional projects targeting interconnections with France are planned for the post-2030 vision, such as the Navarra–Landes and Aragon–Marsillon lines. These lines will utilize HVDC (high-voltage direct current) technology and underground routes to minimize environmental and societal impacts. Their goal is to maintain equilibrium in energy flow between the two countries, ultimately reaching a joint exchange capacity of 8,000 MW .
To the south, plans for a new interconnection with Morocco are also under consideration, supplementing the existing submarine cables with a total capacity of 900 MW . The Canary Islands are set to strengthen their strategic importance with a new submarine fiber optic and energy cable to Tarfaya, Morocco, likely positioning the archipelago as a critical digital and energy hub between Europe and Africa.
Connecting Islands and Increasing Capacity
The modernization blueprint also focuses on improving electrical systems in the islands , where isolation is acute. For instance, the Lanzarote–La Graciosa interconnection is being planned for the Canary Islands, while the Mallorca–Menorca connection in the Balearic Islands aims to reinforce energy supplies and encourage renewable integration. Overall, the plan indicates an increase of 6.3% in submarine line lengths by 2024.
In addition, the plan encompasses the repowering of 6,000 kilometers of existing circuits and enhancements to 9,500 kilometers of transmission lines, which totals roughly 21% of the current network . These upgrades, alongside the implementation of digital monitoring systems, will enable the handling of renewed energy generation while ensuring supply security.
Future Challenges
Despite the promising developments, challenges persist. Spain currently invests only 30 cents in electricity networks for every euro directed toward renewable energy, which is significantly lower than the European average. France continues to lead in terms of interconnections, although often hesitantly due to its reliance on nuclear power. Without prompt advancements in storage solutions and regulatory reforms, Spain’s clean energy capacity may remain underutilized.
The Path Forward
If these initiatives come to fruition, Spain could transition from being an electric island to an energy bridge connecting Europe and Africa within the next five years. While the journey will be fraught with environmental challenges, local opposition, and a slow-moving bureaucratic system, the potential rewards are meaningful: more stable energy costs, reduced gas dependency, and a significantly diminished risk of blackouts. Most importantly, Spain will have the opportunity to export its abundant solar and wind resources at competitive prices. The April blackout served as a crucial alert, demonstrating that merely producing clean energy isn’t sufficient; what’s essential is the ability to connect, store, and share that energy.
