Recent Administrative Changes in Turkey’s Local Governance
Turkey has recently witnessed a major shuffle within its local governance structure, as numerous governors and district governors have had their positions reassigned. Driven by a decree signed by President Recep Tayyip Erdoğan, this series of changes marks a significant reshuffling aimed at enhancing governance effectiveness across various regions, particularly in Istanbul.
Changes in Tunceli’s Leadership
One of the key changes involves Bülent Tekbıyıkoğlu, who recently served as the mayor and kaymakam (district governor) of Tunceli. On May 20th, the Interior Ministry decided to relocate him to a different position. Initially appointed as Tunceli’s governor in 2023, Tekbıyıkoğlu received the mandate to manage the municipality following the removal of the DEM Party’s elected mayor on November 22, 2024. Under the new decree published in the Official Gazette, he has now been assigned to the role of Chief Inspector of the Ministry of the Interior. This change has been viewed as a strategic move to centralize control and ensure effective administration within local jurisdictions.
As a result of Tekbıyıkoğlu’s new assignment, the governorship of Tunceli has been handed over to Şefik Aygöl, previously serving as the governor of Bilecik. Aygöl’s extensive experience in regional governance positions him as a capable leader who can address the unique challenges facing Tunceli.
Beykoz Kaymakam to Bilecik
In a related move, with Aygöl taking over the Tunceli governorship, Faik Oktay Sözer, who was the Beykoz kaymakam of Istanbul, has now ascended to the position of Bilecik Governor. This chain of relocations illustrates the dynamic nature of administrative appointments in Turkey, aimed at gaining the best possible governance from experienced candidates.
Additionally, another significant reappointment from Tunceli has been Kemal Sefa Gökmenoğlu, who has transitioned from Tunceli’s governorate to become the district governor of Kaynaşlı in Düzce. These dynamics are critical in fostering regional stability and governance continuity.
Shifts in Istanbul’s Administrative Landscape
The decree has not only reshaped the governance of Tunceli but has also translated into significant changes within Istanbul itself. A large number of deputy governors and district governors in Istanbul have been reassigned. Notable appointments include:
- Halil Avşar, the legal advisor to the General Directorate of Legal Services, has been appointed as deputy governor of Istanbul.
- Okan Leblebicier and Elif Canan Tuncer, former deputy governors of Eskişehir and Kırklareli, respectively, are now serving as Istanbul’s deputy governors.
Meanwhile, Şevket Atlı, who was previously in a deputy governor role in Istanbul, has been moved to serve as the deputy governor of Kayseri. Other noteworthy appointments involve Fatih Ürkmezer, the former district governor of Alanya, now taking charge as the district governor of Beykoz, and Mustafa Çiit, the district governor of Bodrum, transferring to oversee the district of Şile in Istanbul.
Administrative Changes Across Turkey
Beyond Istanbul and Tunceli, various other provinces have experienced substantial appointments. In Diyarbakır, several notable changes include:
- Cihat Koç, former district governor of Silopi, is now the district governor of Çanakkale Gelibolu.
- Asım Solak, who was serving as the district governor of Sur, will shift focus as the Director of the General Directorate of Provincial Administration.
- İsmail Pendik, previously the district governor of Bağlar, will now take the helm as the governor of Denizli – Sarayköy.
- Hasan Uğuz, who was the district governor of Silvan, will assume duties in Afyonkarahisar Dinar.
Additional transfers were noted, such as Hasan Akbulut, the former district governor of Denizli Çivril, appointed to the role of Diyarbakır Sur district governor. Ömer Coşkun, formerly a district governor in Diyarbakır, will now serve in Nevşehir.
Conclusion
These administrative changes provide a dynamic and responsive framework necessary for improving governance in Turkey’s diverse regions. As the reshuffling continues to unfold, it remains vital for local instances of governance to adapt to new leadership while maintaining continuity in public services. The outcomes of these administrative decisions will likely have far-reaching implications not just for the local citizens but for the governance ethos of Turkey as a whole.
