Overview of the  Welfare Housing  Program

The National Housing Commission (Conavi) and the Financial for Well-Being (Finabien) have embarked on a transformative stage of the Welfare Housing program, which has already seen an impressive 61,060 applicants’ records, with a significant majority being women. This initiative aims to address the pressing need for affordable housing across Mexico.

Progress and Goals for the Program

During a recent press conference, Rodrigo Chávez, the head of Conavi, shared key updates on the program. To date, 303 properties have been secured, covering an area of 866 hectares. These properties are projected to facilitate the construction of 112,824 homes. Looking ahead, the objectives for 2025 include acquiring 266 properties, expanding to 700 hectares, and establishing 86,030 homes across 266 municipalities throughout the 32 states of Mexico.

Chávez highlighted that out of the projected homes, 42,825 homes have already secured funding, with signed contracts currently in place. Notably, on August 20th, 20,018 contracts were signed, demonstrating significant momentum in the program’s rollout. In the coming months, an additional 23,187 homes are set to receive authorization.

Applicant Registration and Gender Distribution

The applicant registration now encompasses 20 entities and 51 municipalities, with 20,099 housing actions recorded to date. A striking aspect of the data is the gender distribution, showing 12,453 records corresponding to men, contrasted with 48,607 records attributed to women. To streamline the application process, 58 registration modules have been established nationwide, ensuring that potential homeowners can easily access the necessary resources.

Finabien’s Role in the Housing Initiative

Rocío Mejía Flores, the director of Finabien, elaborated on the institution’s role as the financial arm of the Mexican government. Three primary functions were identified: remittance management, credit provision, and promotion of popular savings. Mejía Flores emphasized the crucial nature of collaboration between Conavi and Finabien as they continue to support housing initiatives.

The National Housing Commission has requested Finabien’s assistance in managing refund processes after the completion of housing projects. Once new homes are delivered, recipients will sign a commitment letter for refunds, ensuring accountability and financial transparency.

Payment and Housing Rental Procedures

Payments for homes will be facilitated at Finabien branches, with the Bank of Welfare also participating in processing deposits. Mejía Flores highlighted that all resources will contribute to a centralized fund, with 100% of these funds reinvested into constructing additional homes.

The program also includes housing for rent, where Conavi will provide a list of eligible tenants who will enter into agreements with Finabien for their deposit management. This innovative fund will be directly utilized in new housing initiatives. Moreover, individuals whose credits are no longer deducted from payroll—such as those with Infonavit or Fovisste—can make direct payments at Finabien branches using their credit numbers.

By implementing these strategies, the federal government aims to solidify a comprehensive housing model that not only promotes the creation of new homes but also enhances financial management processes. This integrated approach is designed to ensure the sustainability of the program while broadening access to suitable housing throughout Mexico.
