Andreas Prins, the global director of Sovereign Solutions at SUSE, weighs in on the implications of this event, signaling a critical juncture in the conversation around digital sovereignty.

According to Prins, “This was a wake-up call; businesses are beginning to recognize that dependency on external software is a tangible risk.” Conversations that previously centered around the appeal of cutting-edge models are now shifting toward the necessity for dependable, controllable technology that can be managed in-house or within local data centers.

Prins shares a compelling example from the Netherlands where a company operating under a hyperscaler faced a dilemma regarding backup infrastructure below sea level. After a thorough risk analysis, the firm determined that the potential risk associated with an American hyperscaler withdrawing services was a greater concern than natural disasters. This scenario highlights a paradigm shift in risk perception among businesses.
Current Legislative Efforts and Challenges
Efforts toward achieving technological independence are underway, with initiatives such as the European Technological Sovereignty Package and the Cloud and AI Development Act being introduced. However, the path forward remains complex, as Prins acknowledges that aligning the diverse interests of 27 nations poses significant challenges. “Unity is essential, yet each country moves at its own pace,” he points out.
The Need for Open Source Solutions
Prins advocates for the adoption of open-source technology as a pathway to achieving compliance with stringent regulations. “Open source offers advantages in terms of auditability and the ability to switch systems when necessary,” he explains. Despite the potential of existing open-source solutions in Europe, they often remain overshadowed by more prominent tech giants due to lobbying and visibility issues.

When discussing the future, Prins highlights two potential outcomes. The worst-case scenario involves a temporary alleviation of geopolitical tensions, leading to stagnant efforts toward sovereignty. Conversely, he optimistically envisions a scenario where companies increasingly prioritize supplier diversification, marking a shift in business strategies. “Many government agencies have already committed to this path, suggesting that a point of no return has been reached,” he concludes.
Cultural Resistance to Change
Lastly, while institutional efforts are underway to promote alternatives, individual adherence remains complex. Prins is skeptical about whether everyday Europeans will adopt alternatives like Qwant over pervasive platforms like Google. “Convenience often takes precedence,” he says, though he acknowledges exceptions among tech-savvy individuals.
