On July 1, the European Union implemented a new rate affecting shipments from countries outside the EU, commonly referred to as the ‘Shein rate’. This change primarily impacts small packages from China, including items from popular platforms like Aliexpress, Shein, and Temu. The new regulation introduces a fixed fee of 3 euros per product category, with additional fees anticipated this fall.

Understanding the ‘Shein Rate’

The ‘Shein rate’ applies a 3-euro tariff on all small packages valued below 150 euros coming from outside the EU. It’s crucial to note that this fee is not charged per package but per product type. For instance, buying four t-shirts incurs a single 3-euro fee, while ordering a t-shirt, a cat toy, and shoes results in an additional 9 euros. Thus, the shipping costs can accumulate significantly based on product diversity.

An interesting simulation from Xataka Móvil highlighted this problem. An initial order valued at 14.91 euros turned into a total of 33.05 euros upon checkout, with 18.14 euros attributed to taxes, surpassing the base order value itself.

Upcoming Changes: Processing Fees

In addition to the existing charges, the EU plans to introduce a customs processing fee in the fall. While specific amounts and implementation dates remain unclear, this fee will further complicate and increase costs associated with purchasing from these platforms.

The End of the ‘De Minimis’ Doctrine

The ‘de minimis’ principle allowed certain low-value packages to be exempt from taxes, a practice that was revoked in the U.S. in early 2022, followed by Europe shortly after. This exemption enabled platforms like Shein, Temu, Aliexpress, and Amazon to offer attractively competitive prices. According to the EU’s estimation, eliminating this outdated exemption is expected to generate about 1 billion euros annually.

Strategies for Cost-Effective Shopping

While navigating these new rates may seem daunting, there are ways to mitigate costs. A more strategic approach to shopping can lead to significant savings. Grouping purchases by item type and searching for items shipped from local stores can help reduce expenses. Always consider checking local stores for competitive pricing before opting for international shipping.
