Government Fines Major Online Betting Platforms Over €33 Million

In a significant crackdown on online gambling, Spain’s Ministry of Social Rights, Consumption, and Agenda 2030 has imposed fines totaling €33,503,000 on multiple betting platforms. This decisive action, outlined by the General Directorate of Gambling Regulation (DGOJ), highlights a broader initiative to enhance regulation within the online gambling sector.

The recent ruling identifies violations among 32 operators in the industry, categorizing six companies as having committed very serious infractions. These operators include:

  • XYZ Entertainment
  • Moonrail Limited
  • EOD CodeSRL
  • Samaki
  • Lone Rock Holdings
  • Novaforge

Each of these firms has been fined €5 million and had their websites blocked for operating without the necessary national licenses.

Specific Infractions and Penalties

The remaining 26 operators were penalized for varied infractions that breach Article 40 of Law 13/2011, which governs gambling in Spain. Notable cases include:

  • 888 Online, fined €250,000 for utilizing non-approved technical systems and failing to comply with regulatory requirements related to software and communications.
  • Beatya Online, which incurred a €300,000 penalty for technical irregularities in managing its digital platforms.
  • Electraworks Ceuta, penalized with €512,000 due to multiple violations, including allowing access to prohibited users and using unauthorized technological systems.

Codere and Betfair

  • Codere faces a fine of €17,500 primarily focused on its failure to comply with technical certifications regarding software and communications.
  • Betfair has been handed a fine of €100,000 after breaching responsibilities related to player protection and responsible gaming practices.

Intensified Scrutiny in 2025

The ministry, under the leadership of Pablo Bustinduy, has ramped up its enforcement efforts. As of now, 2025 has seen a total of 58 sanctions issued, accumulating fines that approach €111 million for various operators in the digital gambling domain. Bustinduy emphasized that the overarching goal of these regulations is to protect consumer rights while combating fraudulent activities.
