A new report states that employees at the hospitals in Møre og Romsdal are very critical of the introduction of the health platform. Researchers have interviewed almost 700 employees after a scarce year’s operation. Parts of the result are dark: 94 per cent say that they fear that the expenses of the disputed medical record system have become so large that it can cause institutions and departments to close. “It is a mockery of taxpayers and the citizens to hold on to this money drain that can never be usable or effective in clinical use. Health services will be closed down and health professionals in the region end or become sick. HP is plague for the health care system, ”a doctor has to write. There are both doctors, radiographers and administrative employees who responded to the examination, and the doctors are clearly the most critical. – The enterprise has a historical deficit, and with the experience we have from earlier years, we know that there is no other extent other than closing down things, says Igor Jokic, who is head of the authority in Helse Møre and Romsdal. He does not want to say what for departments or offers he is concrete for. Photo: Marius André Jenssen Stenberg / news Neither the nurses nor the bioengineers in Helse Møre and Romsdal have wanted to respond to the survey: This is how the survey has been conducted. There are researchers at Volda University College who conducted the survey and write the report. A total of 40 percent have responded. The largest response rate is among doctors (49 %) and the radiographers (53 %). The researchers have sent the survey directly to the medical association’s members at the four hospitals in Møre og Romsdal. The other respondents responded to the survey after receiving a link from the Trade Union. The researchers wanted to include nurses, doctors, radiographers and bioengineers in addition to administrative employees with mercantile tasks at the X -ray expedition and at the outpatient clinics. The nursing association and bioengineers would not participate. The project group has been dependent on good cooperation with the employees/trade unions to get a high response rate. Criticism At several points until now, the introduction of the health platform has cost more than NOK 6 billion. But it is not just the economy that is employed at the four hospitals. The researchers at Volda University College have asked almost 700 employees to answer whether they are in different claims: Almost 50 % are a bit or completely agreed that they spend less time on patients over 80 % think the health platform goes completely or slightly beyond the patient safety 90 % meiner tasks of the work. Central Norway before the introduction of over 90 % says that has gone beyond the working environment-all the challenges last on the criticism of the health platform is not new. The employees have been calling for a long time. In the autumn, the OAG presented a crushing report, stating that the introduction of the health platform has the trough patient safety. The survey from the medical association comes only one month after the Storting with a delicate margin said no to manage if one should just scrap the entire system. Nevertheless, the result of the results in the survey is important. – Even one year after the introduction, our experience is absolutely similar as in the first place. All the challenges last. – A lot of this is known before, is there any point to repeat this? – We have experienced not being heard earlier, we experience not being heard along the way, so it becomes important for us to repeat the message. We are afraid that we miss large parts of the health offer if no one understands what the situation we are in, he says. – But shouldn’t they look forward? – It is difficult to focus on the positive with such large deficits and with threats of closure of functions, he says. -We have learned a good number of things it was the board of Health Central Norway who decided to initiate the introduction of the health platform last spring, despite the fact that the board of Helse Møre and Romsdal said no. Board of Health Central Norway, Odd Inge Mjøen, admits that it has been demanding. – My board has overall responsibility for the choice of system. The biggest grip we take is to improve the solution, and we do that with employees at a quarter of a hospital. -What has the board of Health Central Norway learned from the process? – We’ve learned a good number of things. What I think everyone admits is that the time for the introduction and the challenges we expected took much longer than what was planned in the first place. There was much more training for the employees, he says. Chairman Odd Inge Mjøen in Health Central Norway admits that it has been demanding to start the health platform. Photo: Eivind Aabakken / news This is the health platform The Health Platform is a new common patient record system and interaction solution for municipalities, hospitals, general practitioners and private specialists in Central Norway. The goal is to increase the quality of patient treatment, better patient safety, get more user -friendly system – and at the same time enable health care professionals to perform their tasks in a better and more efficient way. The health platform will help to achieve the goals of the government’s IT initiative “One citizen- one journal”: Healthcare professionals should have easy and secure access to patient and user information. The inhabitants should have access to simple and secure digital services. Data should be available for quality improvement, health monitoring, management and research. Trondheim Municipality and St. Olav Hospital used the Health Platform in 2022. Helse Møre and Romsdal used the journal system in the spring of 2023. The consequences have been reduced patient safety and low effective patient care. Source: The OAG requests more money from the Minister of Health Igor Jokic calls for more money from the government. He points out that the health platform has been tested in Central Norway, to see if the system could work for the rest of the country as well. – Now we have tried this out with the serious financial consequences it has had for the entire region, so I think that the Minister of Health must be on the field and help us out of the situation we are in now, he says. Do not receive answers from the Minister of Health news has asked Minister of Health Jan Christian Vestre (Ap) questions whether he will provide more money for Helse Møre and Romsdal because of extra costs to the health platform. In one e-mail, Secretary of State Ellen Rønning-Arnesen writes that it is important that Helse Møre and Romsdal now return to an operating level adapted to the budget. She also points out that the opening of a new joint hospital at Hjelset leads to extra expenses that do not have anything to do with the health platform. She says that any new licenses will be part of the ordinary budget processes. The OAG has concluded with the Ministry made a poor assessment before the introduction of the medical record system, and we have also asked if the Minister of Health feels obliged to correct the error this has led. We have not received any specific answers to this. The full answer from the Ministry of Health and Care Services has sent three questions the Ministry of Health and Care Services and asked for answers from Health Minister Jan Christian Vestre (Ap): Will the Minister of Health provide more money for Helse Møre and Romsdal to rectify the financial consequences after the introduction of the health platform? The introduction has been far more expensive than planned (the Ref Auditor General’s report from Oct. -24), is it right for Helse Møre and Romsdal to take the consequences of this? The OAG concludes that the Ministry of Health and Care Services made a poor assessment before the introduction of the health platform. Does the Minister of Health feel obliged to try to correct this? Communication units respond to e-mail with quotation from Secretary of State Ellen Rønning-Arnesen (Ap):-In the ordinary budget processes, Health Central Norway has in the period 2020 to 2024 awarded the health enterprise in the region of NOK 1.2 billion in support of the introduction of the health platform. In addition, in October 2024, the Board of Health in October 2024 promised a further NOK 110 million to the health enterprise, where NOK 40 million went to Helse Møre and Romsdal HF. In addition, the government has ensured that Health Central Norway in the new age for 2024 received NOK 200 million for the work to increase user-friendly and the efficiency of the health platform. Any new licenses will be part of the ordinary budget processes. – The OAG’s report is serious. Therefore, the Minister of Health and Care Services has ensured that Health Central Norway prioritizes the improvement of the health platform, and that it is done in collaboration with health professionals and users. The new report has fresh findings based on answers from health professionals who have a health platform as work tools. It provides valuable insights that Health Central Norway will continue in the improvement work. Head of shop Igor Jokic thinks the Minister of Health must put new money on the table.
