Priva a ese tribunal de la oportunidad de pronunciarse sobre la &#8220;razonabilidad&#8221; de una decisi\u00f3n del gobierno.  Durante una marcha de protesta contra esa reforma, un autom\u00f3vil embisti\u00f3 a los manifestantes.
