Cuando era ni\u00f1o, se mud\u00f3 a Filadelfia con sus padres.  En los a\u00f1os 60 trabaj\u00f3 con la banda de soul The Delfonics y escribi\u00f3 su \u00e9xito &#8220;Didn&#8217;t I (Blow Your Mind This Time)&#8221;.  Tambi\u00e9n ha compuesto temas para The Stylistics, The Spinners y Elton John.  Junto con Kenny Gamble y Leon Huff, Bell es considerado uno de los fundadores del &#8220;Sonido de Filadelfia&#8221;.
