Power rationing takes place if you want to ensure power for important customers.  That means healthcare, police, defence, communication and supply.  Due to the war in Ukraine, the export of electricity and little rainfall, there may be rationing of electricity in southern Norway.  Waited too long The companies that own the power grid are required to practice for possible crises.  Among other things, rationing.  In an exercise from 2013, Hafslund (now Elvia) found that a decision can sit deep inside and come too late.  District manager Even Ungersness in Elvia helped lead this exercise.  He says energy rationing must work over time.  That is, weeks and months.  &#8211; Then it doesn&#8217;t help to take active measures with the &#8220;kindest&#8221; measures only when the situation has become absolutely critical, he says.  This is also confirmed by Ann Myhrer \u00d8stenby in the Norwegian Directorate of Water Resources and Energy (NVE).  &#8211; Then it could become a more serious situation, she says.  At the same time, she clarifies that they have taken measures to ensure that we avoid rationing.  She also says that many companies must cut their consumption first. Photo: Ole Oskar Eriksen \/ news Screens, but not saving households Of the electricity used in Norway, people&#8217;s consumption at home accounts for well over a quarter.  If Norway ends up in the situation where there is too little electricity, we have to ration.  Then the least necessary consumption will be cut first.  The minister has said several times that he will protect households.  But the regulations state that what must be prioritized is life and health, vital societal interests and business and affected financial interests.  (See the fact box at the bottom.) A guide to this regulation has also been published.  It states that maximum limits can be an option for household customers.  &#8211; It is a political responsibility to frame this rationing if, contrary to presumption, we end up in such a situation, says Oil and Energy Minister Terje Aasland.  &#8211; How can you say that household customers should be saved?  &#8211; No, I&#8217;m not saying that.  I say that household customers should be protected.  And that means that we must take care of the households to the greatest extent possible, says Aasland.  He also says that NVE will submit a report on how this can be done during the autumn.  The plans for rationing include, among other things, that anyone who uses above a certain quota must pay dearly.  How expensive this will be is not known.  But Ann Myhrer \u00d8stenby in NVE says it should in any case lead to no more electricity being used than the quota allows.  The regulations and guide on rationing of electricity The power rationing regulations: \u00a7 9. Prioritization During rationing, available energy must be prioritized according to the following overall considerations: a. life and health, b. vital societal interests within administration and management, information, security, infrastructure, supplies, etc.  and c. business and affected financial interests.  In the current guide on power rationing from 2005, it is stated: &#8220;Quotas can be determined fairly easily based on previous consumption.
