Those who are on Russian buses and in other Russian groups can no longer walk around the school with sweaters, jackets and other effects that tell which gang they belong to.  It is the politicians&#8217; answer to the fact that many people feel left out in the Russian era because they are not part of any group.  The decision was made with a clear majority, 52 out of 57 representatives voted for the ban.  The Progress Party voted against the proposal in Innlandet County Council. Photo: Knut Erik R\u00f8srud \/ news &#8211; We don&#8217;t quite believe that this measure will change that much, says Mathea T\u00f8mmerdal Norby, who is a Russian in Hamar next year.  She and the 28 others on the Russian bus that will roll in the Hamar area in the spring of 2025 are already wearing the Russian sweaters that the county politicians will not let them wear at school.  Will prevent exclusion The commitment to Russian time has been great among both young people and adults for many years.  But because more people feel that they are not included in the celebration, and Russian groups dominate the celebration with their exclusive events, several politicians have become involved.  The county politicians in the Conservative Party, Labor Party and MDG in Innlandet therefore came up with the proposal which they believed would remedy the alienation that many young people feel.  They wanted a new point in the school regulations.  Here is the proposal: Amendments to Section 4.23-4.  \u00a7 4.2 &#8220;Behaviour&#8221; a new bullet point is added as follows: &#8220;Marking groups and\/or own gangs, including Russian groups, by using symbols and effects with the aim of excluding other students, is not accepted as it works against an inclusive learning environment for everyone. \u00bb  The proposal for a resolution in the County Council in Inlandet The ban concerns the use of symbols and effects in upper secondary schools to mark groups or separate gangs, such as Russian groups. They believe that the measure the county politicians have adopted will lead to even greater differences between those who are on the bus and those who are not.  Several of the young people who have no plans to be in a Russian group also think this is a bad idea.  &#8211; It creates more rebellion than just leaving it alone, say Mathilde Strandhaug and Emilie Mortensen, who are in their first year at Sentrum upper secondary school in Kongsvinger. Photo: Ann-Kristin Mo \/ news They believe there will still be distinct groups even if they are not allowed to wear the clothes they have bought for the group they belong to.  Did not ask for advice from the youth council The Youth Council in Innlandet County Municipality was not asked what they thought before the proposal was presented this spring.  The explanation was that the county politicians had spoken to student councils around the county.  &#8211; We are strongly critical of the proposal, says head of Innlandet youth council Abdisa Yohannes Waldemariam. Photo: Maria Lindb\u00e4ck \/ news The Youth Council agrees that exclusion, especially during the Russian era, is a big problem.  And they agree with the purpose of the proposal.  But they don&#8217;t think logos on a sweater or a jacket will prevent that.  And they believe the proposal is so vaguely worded that it can be difficult to understand.  They have questioned what is meant by &#8220;symbols and effects&#8221; and how to judge that a pupil has the &#8220;purpose to exclude&#8221;.  &#8211; It is so vaguely worded that it can mean anything, he says.  The leader of the youth council rather believes that the schools can help prevent the Russian groupings from becoming very strong by improving the classroom environment.  The council dealt with the matter in mid-June and believed that what the county politicians decided on must be taken as a temporary decision until the next school year.  &#8211; We are critical of the fact that young people in the interior have not been allowed to have their say.  I expected that, says Abdisa Yohannes Waldemariam.  He wants the council to be involved in the work to help ensure that the rules are understood by the pupils.
