After a fall from a scaffolding in 2010, Rune Sundmoen became disabled.  The Danish insurance company Alpha Insurance initially did not want to approve Sundmoen&#8217;s occupational injury, but he took the company to court and won in 2018. He should have actually received NOK 2.5 million.  &#8211; Around the time of the trial, we found out that Alpha had gone bankrupt.  We didn&#8217;t quite know what it meant then and there, says Sundmoen.  A long battle The Alpha bankruptcy also revealed a weakness in the system.  In the following years, Sundmoen and 115 other occupationally injured Norwegians were left in limbo;  were they going to get the money they were entitled to?  Norway&#8217;s guarantee scheme, which is supposed to ensure payment if Norwegian insurance companies go bankrupt, did not apply to foreign companies.  Neither did the Norwegian legislation.  Without the monetary compensation, Sundmoen began to struggle financially.  &#8211; We had to turn over every penny and now at the end we had to take the children&#8217;s confirmation money, says Sundmoen.  &#8211; My children could have been much better off. Last autumn, the government granted NOK 90 million to those affected by the Alpha bankruptcy to cover the money Norwegians were entitled to.  Shortly afterwards, Finance Minister Trygve Slagsvold Vedum was able to say that the payments were on their way.  Rune Sundmoen got his money into his account this month.  Still, he sits with a bitter taste in his mouth.  &#8211; It was not a jubilant joy as one might think, says Sundmoen. In addition, Sundmoen has had to set restrictions for her children.  &#8211; My children could have been much better in recent years, they could have taken part in activities and other fun things.  It&#8217;s bitter to think about now, he says.  In addition, Sundmoen does not know when he will receive the last sum of the compensation money he is entitled to.  &#8211; I understand that it has been rough &#8211; I am happy that Rune has received the money in the account, but I understand that it has been rough when you have had such bad luck in recent years.  This is what Finance Minister Trygve Slagsvold Vedum says.  Earlier this month, the finance minister himself made a phone call to Rune Sundmoen to find out if he had received the payment.  &#8211; I did that because I was interested in hearing how things had gone with him, and then I heard that it had been a tough few years. That is why I asked Vedum to speed up the work to create a guarantee scheme that applied to foreign companies as well, says Sundmoen.  The Minister of Finance promises that the government will take the issue seriously.  &#8211; The aim is to ensure that this does not happen again and therefore legislative work has been initiated on it.  But above all, I am now happy that Rune and the others affected have received their money in their account, says Vedum.  news has been in contact with the Department of Finance, and asked when the work on a piece of legislation was started, and when it will be ready.  The Ministry of Finance replies that the bill was up for consultation in the spring of last year and that they are now in the process of drafting a bill in consultation with the Ministry of Justice and Emergency Preparedness.
