– The most important thing for Ap and Sp is that we have put in place a historic agreement that ensured security and predictability for people’s pensions going forward, says the Labor Party’s Tuva Moflag. The governing parties, the Labor Party and the Center Party, have brought the H\u00f8yre, SV, KrF, Venstre and MDG along with them on the pension settlement. – It is a strength that a wide range of parties come together on an issue that is so important to people, she says. The agreement will now be presented at 7 p.m. Red and the Progress Party are outside. – We are now improving the pension for the disabled, minimum pensioners and the so-called hard workers. It strengthens the social profile of the pension system, says Moflag, who has led the work in the Storting. Age limits increase against SV’s will The agreement means that many of the government’s original proposals will now be adopted by the Storting. – This means that the regulation for ongoing pensions is part of that agreement, and that the age limits in the pension system are raised. When people live longer, you also have to work longer, says Moflag. – The changes mean that you retain the right to social rights such as sick pay, unemployment benefits and employment verification benefits for as long as you are expected to be in work. Among other things, the age limits in the national insurance will be increased in line with the increase in life expectancy for everyone born in 1964 or later, which SV is against. – But we will, for example, cause age limits to be reassessed in ten years’ time. Then we will have an opportunity for a rematch if we get collective support that raising the retirement age floor is a bad idea, says Freddy Andr\u00e9 \u00d8vsteg\u00e5rd (SV), leader of the labor and social committee. The minimum rates are regulated in line with wage growth, and all pensions in payment must still be regulated with the average of wage and price growth. In addition, the reform must be regularly evaluated. Moflag thanks the Conservative Party, SV, KrF, Venstre and MDG for constructive negotiations. Improvement for the disabled The agreement is based on the government’s notification to the Storting, which was presented last year. It was based on the pension commission’s report from 2022 – We agree that the main principles and the supporting elements of the pension system will remain fixed for the next ten years. All these seven parties are now giving up on this. – What improvements will there be for the disabled and minimum pensioners? – We will put in place two-thirds protection against life expectancy adjustment. In addition, we are putting in place a scheme for the cohorts 1954-1962, a transitional scheme. Now these also receive a shielding supplement for the old national insurance. The agreement means that several thousand disability pensioners will improve their pension, through better protection for their cohorts. Struggling arrangement The seven parties also agree to put in place a separate arrangement for the so-called struggling people. – This means that people who cannot stay in work for as long as the new age limit now requires, must have security for a good end to their working life and receive a pension that is good enough, she says. – The seven parties agree that a hardship scheme should be established in the national insurance. It is created according to the model of the scheme that exists in the private sector and has an order of magnitude of 0.25 G. 0.25 G corresponds today to around NOK 30,000. The basic amount in the national insurance, 1 G, is currently NOK 118,620. Moflag says the details of an arrangement for those struggling must be designed in consultation with the parties in working life. – We have not laid very strong leads. We want the parties to play a role in shaping the details. – There has been uncertainty as to whether the age limits will increase before the hardship scheme comes into place. But now a hardship scheme must be put in place at the same time as the age limits increase, says Moflag. – This provides security for workers who may have been unsure whether they will be able to stay at work as long as the new age limits suggest.
