The committee must make sure that the incumbent government and its ministers do not make mistakes, and can hand out varying degrees of criticism to those who have admitted mistakes.  This is what the committee has concluded: Erna Solberg (H) receives strong criticism from a unanimous committee after the share case Anniken Huitfeldt (Ap) receives criticism from a majority, but both the Conservative Party, the Liberal Party and the Liberal Party favor the harsher reaction, strong criticism Tonje Brenna (Ap) receives criticism from the majority, but the Conservative Party and the FRP go for strong criticism Neither Ola Borten Moe (Sp) nor Anette Trettebergstuen (Ap) receives any criticism resolution against them Both the Solberg government and the St\u00f8re government receive criticism from a unanimous control committee due to poor competence procedures &#8211; The Committee takes the matter very seriously. The control committee has been working on the competency cases for nine months.  Last year, there were several top politicians who admitted errors of competence: The then Minister of Knowledge Tonje Brenna (Ap) and former Minister of Culture Anette Trettebergstuen (Ap) ended up in competence trouble because they gave board positions to friends they were incompetent to face.  Former research and higher education minister Ola Borten Moe (Sp) was disqualified as a result of the purchase of shares in the Kongsberg Group.  Former Foreign Minister Anniken Huitfeldt (Ap) and Conservative leader Erna Solberg ended up in integrity problems as a result of their spouses&#8217; share trading.  &#8211; The Storting cannot emphasize more clearly. In the lead-up, there was a great deal of tension about how strongly the committee would criticize the various politicians, and whether the committee would stand united in the various conclusions.  It is now clear that all the parties, including H\u00f8yre&#8217;s partners Venstre, Frp and KrF &#8211; who do not sit on the control committee &#8211; stand united behind strong criticism of H\u00f8yre leader Solberg.  &#8211; Erna Solberg receives the strongest possible reaction to her integrity cases, and it is unanimous.  The Storting cannot more clearly emphasize the unique and deeply serious nature of a prime minister being incompetent in a number of cases, over a number of years, says SV&#8217;s Audun Lysbakken.  &#8211; In SV&#8217;s view, it is obvious that if this had become known while Solberg was prime minister, she would not have been able to continue as prime minister.  MDG&#8217;s Lan Marie Berg is also of the same opinion as Lysbakken.  The Labor Party&#8217;s Frode Jacobsen says this about why the party promotes strong criticism of Solberg, but not of their own Huitfeldt and Brenna.  &#8211; Erna Solberg&#8217;s case clearly stands out.  As prime minister, she was incompetent in a large number of cases that were dealt with by her government and she did not fulfill her duty to investigate, says Jacobsen at the press conference. Photo: NTB Lysbakken praises the cross-political will in the committee to help restore trust in Norwegian politics.  He also believes that the criticism leveled against both the current and the previous government is significant.  &#8211; It will help to prevent future breaches of integrity in Norwegian governments.  The committee comes up with a number of proposals on how routines and rules in the government apparatus can be strengthened to prevent more ministers committing such mistakes, says Lysbakken.  The committee can give different degrees of criticism: The mildest variant is to state that a case is serious The next is to give &#8220;criticism&#8221; There is also &#8220;strong criticism&#8221;, which can come through a so-called date resolution In the last resort, the committee can put forward a motion of no confidence Proposes changes in routines The control committee is concerned that the skills errors committed last year should not happen again.  The committee therefore proposes the following: That the government carry out a transversal analysis of how the ministries carry out training in the competence regulations, how it is practiced, and how the civil service assists political leadership.  The committee asks the government to consider designing a common model practice that is used as a minimum in all ministries.  The committee also asks the government to put forward a proposal with a proposal to renew the competence regulation in the Public Administration Act.  The proposal must be put forward so that it can be processed in the current parliamentary term.  They also ask the government to consider introducing a routine to put in writing integrity assessments made by ministers, state secretaries and political advisers, as well as to consider a greater degree of transparency about integrity assessments carried out by political leadership in the ministries.
