There is no doubt that the situation is demanding, says Oil and Energy Minister Terje Aasland (Ap). – We would like to have more water in the reservoirs, to be absolutely sure that we avoid electricity rationing in the autumn, he says. Too little water in the reservoirs The degree of filling in the reservoirs in south-west Norway is very low, according to statistics from the Norwegian Directorate of Water Resources and Energy (NVE). In fact, you have to go all the way back to 1996 to find similarly empty magazines here at this time of year. Then the energy situation was completely different. There was no war in Europe, nor the same export of electricity. The degree of filling in the reservoirs varies with rainfall and snowmelt throughout the year. (Source: NVE) Graphics: Henrik Bøe / news There is also record low water in Innlandet county. For the other parts of the country, things look better. But since there are few power cables from north to south, the price differences are large. – We need more rainfall, and not least more rainfall through the autumn to secure us through the winter, says Aasland. It is only natural that the degree of filling in the magazines varies throughout the year. The reason is the variation in precipitation and snowmelt. The aim of the reservoirs is to be able to produce electricity evenly, despite droughts and floods. Hoping to avoid rationing The Ministry of Petroleum and Energy has the overall responsibility for power supply in Norway. If rationing of electricity becomes relevant, it is the ministry that decides where and when it will take place. The Norwegian Directorate of Water Resources and Energy (NVE) has an overview and advises the ministry. As of today, the directorate believes that rationing is unlikely. – But we are prepared to take measures, if necessary, says Aasland. These are some of the measures he initially envisages: Regulate the magazines more strictly Export restrictions A combination of the two points above But for this to happen, the situation must be precarious, he says. The Minister of Oil and Energy says he hopes to avoid rationing. But if it comes to that, he envisages the following: Closure of some businesses for shorter periods Restrictions on the use of electricity in areas where the situation is most demanding. The picture shows Blåsjø, which is Norway’s largest water reservoir. There is so little water here that no electricity is produced. Photo: Gunnar Morsund – Think through electricity use Aasland believes that people must use the electricity they need to have a good life, but still asks people to look at where they can cut consumption. – Think about whether there are things you can do that will both cut your electricity bill and also cut your electricity use. It is a sensible and better utilization of the resources we have, which are in short supply at times. The minister is working to reduce electricity consumption, including in his own home. – We think about electricity use every day. Because I don’t think it’s necessary to waste electricity or use electricity unnecessarily. – What is the first thing you should cut? – Curbing the use of electricity for heating and replacing it with other energy sources can be a good idea, but each household must find out how they want to save electricity themselves. – A serious situation Skagerak Energi is also concerned about the situation, explains communications manager Thor Bjørn Omnes. – It is a serious situation with so little water in the reservoirs. We hope it will rain very soon. Omnes says they are doing what they can to keep water back in the reservoirs. This means that they stop producing electricity in order to have something for later.

ttn-69

The energy crisis is exacerbated by record low water in the reservoirs in the south.
