According to her, there is a high level of sick leave in addition to the large influx of patients.  D\u00f8hlbakken thinks it is challenging and worrying in terms of having enough competence this summer.  Negotiation manager at S\u00f8rlandet Hospital Marianne Hammersmark tells news that at the end of June there were a total of 471 vacant guards.  The figure applies to all three hospitals in S\u00f8rlandet.  Hammarsmark says that the staffing situation at the beginning of the summer holiday period was challenging.  &#8211; We did not get enough substitutes and had many vacant shifts in the staffing plan for nurses and midwives.  However, it is under control and the situation is being closely monitored, she says.  The patient and user ombudsman experiences that several hospitals at irregular intervals report services that are temporarily closed due to a lack of professionals.  &#8211; If the lack of personnel affects patient safety, it is clearly worrying.  The service must deliver sound services, and must plan its operation based on this, says Jannicke Bruvik from the patient and user ombudsman.  Jannicke Bruvik says that during the year, they receive inquiries from patients and relatives who comment on bustle and low staff at work, both in the specialist health service and the municipal health service. This is what Rolf-Andr\u00e9 Oxholm, who is the main shop steward in the Norwegian Nurses&#8217; Association at Oslo University Hospital, says.  The reports of concern come from local shop stewards at various hospitals.  They are concerned about, among other things, patient safety and the health of employees.  Oxholm says that there are major staffing problems now in previous years, where some departments have over 800 holes in the summer rotation.  He estimates that there are between 5,000 and 10,000 vacant shifts for nurses at Oslo University Hospital.  NSF&#8217;s union representative Rolf-Andre Oxholm believes that there are several thousand vacant guards in the summer shift at the beginning of summer. Increased risk of error B\u00e5rd Eirik Ruud, who is the county leader of the Norwegian Nurses&#8217; Association in Oslo, agrees that there are major staffing problems.  &#8220;Patients have to wait for treatment since the capacity is less than usual,&#8221; says Ruud.  He also points out that there is an increased risk that nurses make mistakes when they are exhausted.  &#8211; When you work a lot of overtime, you get tired.  If you have to go on double shifts, it is in itself a great strain.  This increases the likelihood of making a mistake.  He believes that several nurses are reluctant to answer the phone when calling from work.  &#8211; It is simply because it is tiring to be at work, he says.  B\u00e5rd Eirik Ruud believes that there must be conditions that make people want to apply for nursing jobs.  This means less strain, the opportunity for professional development along the way, and that it should pay off and work around the clock so that patients have a good and safe environment in the health care system.
