It had great potential, we were surprised by the potential, and new lives could be lost.  There was a will to strike again, says former PST chief Roger Berg during a hearing about the 25 June attack in Oslo 2022. On Friday afternoon, it was Berg and former police chief Beate Gang\u00e5s who were to be questioned by the Storting&#8217;s control and constitution committee about worked before, during and after the attack in Oslo on 25 June 2022. The two are now retired and PST manager respectively.  Two died and several were injured in the pride attack on 25 June.  Over 260 people have the status of offended in the criminal case.  &#8211; We knew that lives could be lost. It was then PST chief Berg who, in a meeting with the government and the director of police, recommended canceling the support marking for the victims of the attack.  &#8211; We knew that lives could be lost based on the intelligence we had, and my recommendation to the director of police, the government and later the police chief in Oslo was to delay.  On the basis of very dangerous information that we had, says Berg.  The hearing was held with open doors.  Therefore, Berg will not elaborate on what the information PST had consisted of: &#8211; Because there is very concrete information on the intelligence that I had at the time.  Which meant a very dangerous situation, says Berg.  Berg also says that he stands by his decision to recommend cancellation.  He does not want to be interviewed about the case by news.  Didn&#8217;t want to go against the police The decision to recommend canceling the support marking garnered a lot of criticism.  The committee tasked with investigating the authorities&#8217; handling of the case considered that the recommendation was a violation of human rights.  The ten most central findings It is possible that the attack on the night of 25 June 2022 could have been prevented if PST had opened a preventive case against Zaniar Matapour in the months leading up to the attack.  Although PST relied on relevant self-produced intelligence about Matapour, PST did not share this intelligence with the radicalization contacts in the police who were responsible for following him up.  It is possible that the attack could have been averted as a result of a notification PST received from the E-service five days before the attack occurred.  No one in PST ever checked Bhatti&#8217;s social media accounts as a result of the notice from the E-service.  The police&#8217;s operational handling of the attack, including implementation of the procedure for ongoing life-threatening violence (PLIVO), notification and interaction internally and externally, was on the whole well carried out and in line with current guidelines and procedures.  Lack of preparedness\/availability for important functions in the Oslo police district still constitutes a limitation for the police&#8217;s abilities and opportunities to handle serious crises and incidents.  The police authorities entrusted too much communication responsibility to Oslo Pride.  There was too little interaction between Oslo police district, PST and the Norwegian Police Directorate about how they should communicate about the attack.  The director of police did not have sufficient grounds to review the Oslo police district&#8217;s operational assessments of whether the solidarity marking on 27 June could be carried out.  The decision to recommend the cancellation of the solidarity marking was in violation of the freedom of assembly according to Section 101 of the Constitution and Article 11 of the ECHR. Leader Dan Bj\u00f8rke of Oslo Pride came out strongly against the decision when he sat on the podium in the hearing earlier in the day. That is why it was crucial to organize a solidarity event right after the terrorist attack to give queers an opportunity to stand together in grief, and to give the wider community the opportunity to speak out.  We didn&#8217;t get that opportunity, said Bj\u00f8rke.  He said that the recommendation from the authorities presented an impossible task for Oslo Pride, which itself had to convey that the commemoration had been cancelled.  &#8211; How can an organizer who does not sit on the decision-making basis of the police go against a recommendation, asked Bj\u00f8rke.  He also said the cancellation of the event led to a loss of reputation for Oslo Pride in the queer community.  &#8211; It is timely to ask;  have we got a narrowed freedom of assembly in Norway because the authorities do not dare to take the risk that the citizens are aware of?  Queive, after all, lives with this threat every single day.  &#8211; Understand that there were high shoulders After the recommendation from the then PST chief Berg was given, the then police chief Beate Gang\u00e5s was called.  She says she was first asked to recommend the cancellation of the event: &#8211; Then I tried to argue why I still stood by the decision we made in Oslo, and then learned that such serious information has now come to light that it is too dangerous.  You must recommend to cancel.  Then I said ok, says Gang\u00e5s to news.  She says it was difficult to get the message that she had to recommend cancelling.  On the phone, Gang\u00e5s did not find out what the information that made her have to recommend canceling was about.  It was too sensitive to be passed on over the phone, according to the current PST manager. Photo: Ole Berg-Rusten \/ NTB After Gang\u00e5s had recommended canceling the support marking, she was invited to PST, where she learned what the information was about.  &#8211; When you found out what the information consisted of, what did you think about the decision you had made earlier then, to recommend cancellation?  &#8211; I find that difficult in the name of hindsight.  But I understand that there were particularly high shoulders, that you wanted the best for people and wanted to think about safety.  I did that too when I was wearing the police chief&#8217;s hat.  I thought there are thousands of people in Oslo who need to get together.  &#8211; When you received the information that the instructions were based on, did you understand those instructions?  &#8211; Yes, I understood a lot more about it then, of course.  But it came from people I trust a lot, so there was no reason to doubt their intentions.  &#8211; But did you agree with that assessment of that information?  &#8211; It is difficult to relate to me.
