The police in Oslo reported the incident just after 7 o&#8217;clock. &#8211; We are working to identify the man, says operations manager Rune Hekkelstrand.  The police are working with large resources to obtain tactical and technical clues in the area.  They seek and secure video footage from the nearby area. The police state that it is cold at the scene.  Operations manager Rune Hekkelstrand says they do not know if anything criminal has happened: &#8211; We are working on the basis of many possibilities but do not rule out that something criminal has happened.
