– I think that many who work in the health service feel that they have an important and meaningful job, but that the working conditions mean that they cannot take it out. It probably feels frustrating. This is what Minister of Health and Care Ingvild Kjerkol (Ap) says. In Norway, there are now over a million old-age pensioners. In 17 years’ time, we will need up to 90,000 new employees within municipal health and care, according to figures from Statistics Norway. – These are challenges that show that we must have a proper priority debate, says Kjerkol. The debate about care for the elderly in Norway is once again relevant after the focal point documentary “care behind closed doors”. Here they reveal, among other things, conditions worthy of criticism in the home service. Plan for your own old age Last year the government set up a Health Personnel Commission. The commission will find out how to recruit and retain qualified health personnel now and in the future. The report must be ready on 1 February. – We must achieve more innovation, more technology, employ more people, but not least we must be able to keep those we have, says Kjerkol. This will make it easier for the elderly to live in their own home for as long as they can and want to. The Minister of Health also encourages everyone to prepare: – Each of us must do more to plan for old age, says Kjerkol. – The standard of living we had when we were younger may not be the one that helps us at the moment when our health declines and we need help, says the Minister of Health. When asked if the pensioners’ association is concerned about the capacity challenges in the health sector, Davidsen replies that these are unfortunately known problems. – We sincerely hope we find a solution to this before we are short of 90,000 employees. Norway’s sickest workers Norway’s sickest workers are the ones we need the most new ones in the future. The home service is the workplace in Norway that tops the statistics for the most long-term sick leave. Musculoskeletal problems, sleep difficulties and psychological problems are the most common in this group. According to surveys, the reason is too few people who are burdened with too much. H\u00e5kon Johannessen from the Norwegian Working Environment Institute says that role conflict is the most important reason for the large number of sickness absences. – You have professional ethics, you have an opinion of what is good care, and what is good treatment for that user. Municipalities are given more and more tasks Area director of the Municipal Sector’s interest and employer organization (KS), Helge Eide, told last week about an increasingly pressured situation in the municipal health service. – We know that over time the municipalities have had a sharp increase in tasks in the health and care service. More sick, both older and younger people. There are huge challenges in getting enough people in the services, says Eide. This limit is constantly being moved, as the hospitals get fewer beds, he says. Researcher at the Norwegian University of Applied Sciences, Astrid Ouahyb Sundsb\u00f8, tells of the same development: – It is the case that the state has carried out reforms over a long period of time, and implemented schemes that have given the municipality greater responsibility for older and sicker users, she says. – Hospital stays are shorter, that does not mean that people have become healthier. Hospitals discharge patients against the municipality taking care of the users they have, she adds.
