The 79-year-old is still full of the spark of life.  She loves going to concerts, being in the library and traveling to her family who live in B\u00e6rum.  But after she agreed to a place in a nursing home in Elverum, she also lost the opportunity to get out, says the pensioner.  &#8211; I&#8217;m stuck in a nursing home, just waiting to die, says Ellen Nyquist.  Elverum municipality has given her a support contact, not a personal assistant as she wanted.  The municipality says they cannot afford that.  WAITING AREA: &#8211; I&#8217;m just waiting to die.  I feel I have come to a waiting place.  It could have been avoided if I had had someone who could have accompanied me out into society for a bit, says Ellen Nyquist. She has lived at home in her house for a long time with assistance from a user-controlled personal assistant (BPA).  During the pandemic, she was isolated a lot and says that she got anxiety.  She no longer dared to sleep alone at night.  She therefore said &#8220;yes&#8221; to a place at the Helsehuset in Elverum municipality.  She therefore renounced her BPA scheme and moved into the nursing home.  But after that she felt isolated in the room.  &#8211; I don&#8217;t have too many demands, but I don&#8217;t want to be tied to this room all the time.  But that I can get out, such as visiting my son, says Nyquist.  Most of all, she says she wants practical assistance.  &#8211; Difficult to live the rest of his life as Nyquist applied to Elverum municipality for assistance with a social life and practical assistance.  She asked for a user-controlled personal assistant ten hours a month to get help with what she cannot do herself.  &#8211; I have a PC and a printer and need to buy ink, for example.  I need underwear.  I need to look at things I want to buy.  I would like to be part of life.  Meet people.  Talk.  Go to a cafe, says Nyquist. A support contact should be with the user and help them to have a social life.  But according to the decision from the municipality, the support contact cannot do everything the 79-year-old wants.  According to the decision, the person in question cannot, among other things, travel across the county border so that Nyquist can meet his family.  She needs help with practical tasks and she wants to manage her own time, as can be done with a BPA.  After developing anxiety, she no longer dares to travel alone.  &#8211; The way I feel now, I think it&#8217;s absolutely terrible.  I get very depressed, says Nyquist.  The municipality has refused the application for ten hours of BPA a month, and writes in the refusal that she does not meet the requirements of the scheme, which requires that you have at least 25 hours a week.  &#8211; It is a paradox.  I only want ten hours a month, she says.  In addition, the refusal from the municipality states: &#8220;The municipality can choose to offer BPA also for users who do not meet the conditions.  However, that is not relevant here.\u201d  &#8211; I feel the answers from the municipality are very condescending, says Nyquist.  Elverum municipality: The elderly must live well all their lives Elverum municipality is not breaking the law, but does not have the finances to make more arrangements for the 79-year-old to live a socially active life as she needs.  &#8211; It is often the case that patients want more than what the municipality can offer, says section leader in Elverum municipality Aino Kristiansen. Then it is like that we have to choose to focus on what is necessary and justifiable, says Kristiansen.  When it comes to Ellen Nyquist&#8217;s response from the municipality as condescending, the municipality says that they will take it into account.  Critical of the treatment The patient and user ombudsman in Innlandet Sandra Fahre believes that everyone has a right to a social life.  &#8211; I think the refusal from Elverum municipality is very rough, says Fahre.  Fahre says Nyquist is a slightly different nursing home resident.  &#8211; She is cognitively healthy.  She has vitality and wants to experience things.  She wants to have contact with her family.  There are very basic needs that the municipality must also cover, says Fahre. The patient and user ombudsman in Innlandet has been in several meetings with the municipality without finding a solution.  &#8211; I think Ellen has been treated very badly, says Fahre.  She is critical of the fact that there are such large differences in the BPA scheme, which varies in which municipality you live in. Thinks the municipality must think differently Acting fiscal policy spokesperson in the SV&#8217;s parliamentary group, Cato Ellingsen, thinks the rejection from Elverum municipality sounds brutal.  &#8211; The municipality obviously has a responsibility to ensure a social life, says Ellingsen.  He believes the municipality should think differently.  &#8211; I think that the care services should be moved from thinking about what the municipality thinks is best, to what the person himself thinks is best, says Ellingsen.  The government set up a committee in 2019 to come up with improvements to the BPA scheme, and which has been out for consultation.  Ellingsen now says that SV is impatient and that they want to put pressure on the government, so that people will have equal lives.  &#8211; The Minister of Health has promised a case to the Storting, but cannot say when it will arrive, says Ellingsen.
