The Norwegian Directorate of Fisheries replies that they are in the dark.  All summer, the walrus Freya got a lot of attention as she moved around the Oslofjord.  Sunday 14 August it was over.  Freya was euthanized with a shot to the head with a rifle by personnel from the Directorate of Fisheries early in the morning in Frognerkilen in Oslo.  The walrus weighed 645 kilos, including wrapping\/tarpaulin, when it was autopsied at the Veterinary Institute.  There they concluded that the shot to the head caused immediate loss of consciousness and death.  Noah: &#8211; Illegal killing The organization Noah, which works to strengthen animal rights, says the killing came as a big shock. Noah complained about what they believe was an illegal killing to the Civil Ombudsman, who chose not to prioritize the case.  &#8211; We think it&#8217;s a shame.  We believe that this should be taken seriously now in the Freya case because we could quickly end up in a similar situation again.  We think it is a great shame that they have probably seen this as a one-off case, says Martinsen.  MDG asks for legal assessment Ingrid Liland is deputy leader of the Green Party (MDG) Photo: Nicklas Knudsen \/ Nicklas Knudsen The Green Party (MDG) in the Storting is now taking the matter further.  &#8211; Now we are asking the investigation section at the Storting to make a legal assessment of the protection of marine mammals in particular after the killing of Freya this summer, says Deputy Chair Ingrid Liland in MDG.  &#8211; We think it was very sad and worrying that we as a country and the government chose to face that animal with killing in the end.  It becomes a symbol of how we as a society relate to wild animals.  During the spring, MDG will propose a new bill to strengthen the legal protection of wild animals.  The party believes it is important to have this in place for the next time something similar happens.  &#8211; There is a lot we do that makes the habitats of walruses like Freya unlivable, and in the future we can expect more animals to wander into our habitats.  Then we need to know what is the right and good way to meet those animals, says Lilan.  &#8211; Other solutions should have been tried The walrus was autopsied at the Veterinary Institute Photo: The Veterinary Institute Both the MDG and Noah question whether culling is in line with the Bern Convention, which Norway has signed, and which states that the culling of vulnerable species can only be adopted in exceptional cases.  The walrus is a red-listed and protected species in Norway.  &#8211; It cannot be the case that you can only shoot wild animals, especially endangered animals, while they are sleeping and call it a form of emergency law to prevent danger.  You actually have to try alternative methods first and that was not done.  It was talked about, but it was not tried, says manager at Noah, Siri Martinsen.  Noah believes anesthesia and moving should have been tried first.  Otherwise, the organization called for the introduction of police fines for people who broke the guidelines not to approach the walrus, and GPS tagging of Freya to inform the public of its whereabouts. The Directorate of Fisheries has management responsibility for marine mammals, he says.  &#8211; This means that we are legally responsible for making a decision on culling, says director of fisheries Frank Bakke-Jensen.  &#8211; Other solutions were considered. Photo: Tordis Gauteplass \/ news Noah: &#8211; Not an emergency right Noah believes euthanasia is taking the so-called emergency right extremely far.  &#8211; It is obviously not legal when you actively seek out an animal and shoot it in its sleep.  What do you think it takes for there to be emergency justice?  &#8211; Then it is that there is a direct danger situation where, for example, you have an animal that attacks or that is in an acute situation.  There must be some kind of proximity to the danger and the situation that triggers emergency law.  It cannot be the case that one generally fears that something might happen.  &#8211; If you are in such a situation, you have the opportunity to find other solutions, and the Bern Convention obliges you to do that when it comes to endangered animals, says Martinsen in Noah.  &#8211; Observed a number of dangerous situations Freya relaxes on a boat in the Oslofjord Photo: Joshua V. Jaunsen \/ Tipser In the press release about the culling, the Directorate of Fisheries wrote that the week before through their own observations they concluded that the risk of dangerous situations for people and animals was very high .  &#8211; Here again we disagree with Noah.  We had observed a number of dangerous situations.
