But the fact that shop stewards in a Norwegian party, Frp, have mobilized party colleagues who are not Sami to vote and run for Sami parliamentary elections is shocking.  FRP central replies via e-mail that FRP complies with the applicable rules, and that it is not up to FRP to control the individual&#8217;s sense of identity.  The FRP chooses not to comment on the fact that central shop stewards have encouraged people who are not Sami to join the Sami population.  The Progress Party wants to close the S\u00e1mi&#8217;s elected body, the S\u00e1mi Parliament, which is to be the S\u00e1mi&#8217;s voice in the Norwegian public.  The 39 S\u00e1mi parliament representatives meet regularly to discuss and negotiate the best solutions for the S\u00e1mi future and as an indigenous people in Norway.  Last week, among other things, the S\u00e1mi Parliament decided that S\u00e1mi-language kindergarten places should be free in Norway in order to motivate more parents to choose S\u00e1mi language education for their children.  The Sami population is the very foundation of the Sami Parliament.  Only those who register themselves in the census and meet the criteria can take part in Sami democracy and influence the direction of Sami politics in the Sami Parliament.  Considering oneself as Sami is one of the most important criteria for the number of voters.  The fact that several people from the FRP have signed up for the census without meeting the criteria shakes the very foundations of the S\u00e1mi Parliament.  Can we now be sure that the S\u00e1mi Parliament actually represents the S\u00e1mi?  The Sami Parliament has a job to do.  Until now, it has been important that as many people as possible take part in Sami democracy and register as voters in the Sami Parliament.  The legitimacy and importance of the S\u00e1mi Parliament has increased in line with the increase in the number of S\u00e1mi standing for the S\u00e1mi Parliament elections.  From the S\u00e1mi Parliament&#8217;s establishment in 1989 until today, the number of voters has increased from 5,000 registered to 20,000.  And the S\u00e1mi Parliament has become increasingly important.  Today, the authorities must consult the S\u00e1mi Parliament in all matters affecting the S\u00e1mi.  Municipalities, county municipalities and state authorities have a duty to consult.  This means that they must not only consult with the S\u00e1mi Parliament, but try to reach an agreement with the S\u00e1mi&#8217;s elected body and S\u00e1mi interests before a decision is made.  State authorities consult the S\u00e1mi Parliament, i.a.  before fishing quotas are set, before the annual reindeer husbandry agreement is decided and a number of other matters that affect the Sami.  From 2021, this also became an obligation for municipalities and county councils.  Municipalities must therefore now try to reach an agreement with the S\u00e1mi Parliament and S\u00e1mi interests before decisions about wind turbines, mining or salmon farming are made.  The S\u00e1mi Parliament has real influence.  With greater influence and power, interest in the S\u00e1mi Parliament also increases.  That in itself will make more people get involved in S\u00e1mi political issues and see the need to register with the S\u00e1mi Parliament&#8217;s electorate.  Whether you are for or against wind power, mining or free Sami kindergarten.  It should not come as a surprise that people have political motives for signing up for the S\u00e1mi Parliament&#8217;s electoral roll.  Voting in any election must be seen as a political motive.  But those who do not consider themselves S\u00e1mi have no statutory right to have a S\u00e1mi vote either in the S\u00e1mi parliamentary elections or in society in general.  Both the FRP and the Sami Parliament must take that seriously.  The S\u00e1mi Parliament is responsible for ensuring that the S\u00e1mi Parliament elections take place in a safe and correct manner.  This applies in particular to control of the number of electors.  It is very unfortunate that the S\u00e1mi Parliament is helping to weaken the parliament&#8217;s legitimacy and credibility with a lack of control and routines.  Now the S\u00e1mi Parliament has announced an investigation into its own number of electors.  What the investigation will uncover remains to be seen, but there is no doubt that changes will be necessary.  Because it is obvious that the S\u00e1mi Parliament lacks routines and control over the number of people.  The FRP, together with all other lists and parties running for the Sami parliamentary elections, have a responsibility to protect Sami democracy.  Norwegian parties in particular should recognize a special responsibility and be extremely clear in their mobilization for the election;  only S\u00e1mi can and must vote in the S\u00e1mi parliamentary elections.  It is important that as many people as possible take part in Sami democracy and use their vote.  But it is crucial that it is actually S\u00e1mi who stand up for the S\u00e1mi Parliament.  Parliament must represent the Sami people and no one else.
