Conflicts such as those in the Red Sea or the war in Ukraine have shown that the seabed is a new battlefield. Damaging submarine cables can wreak havoc, and the European Union has just outlined its plan to strengthen the security and resilience of these cables.

The goal? Track and stop threats in real time, but also repair underwater cables that enemies have attacked as soon as possible.

Europe’s Plan of Action

In recent months, Europe has been weaving a comprehensive plan to protect its submarine cables. These cables carry most of the world’s Internet traffic (an estimated 99%), along with other essential goods such as energy, which is vital when tackling offshore energy challenges. The importance of these cables cannot be overstated, yet they are often targeted for attacks. In early 2025, more than a dozen submarine cables were cut, showcasing the urgent need for a robust response.

Four Main Categories of Action

To address this situation, the EU has defined an Action Plan that encompasses four key categories:

Prevention: Conduct risk assessments coordinated by member countries and prioritize financing for “smart” cables that include redundancy measures.

Detection: Enhance monitoring capabilities in critical sea basins like the Mediterranean and Baltic to maintain situational awareness in real time.

Response and Recovery: Strengthen rapid repair capacity and improve crisis protocols within the EU for coordinated action when a cable is damaged.

Deterrence: Utilize diplomacy and potentially sanctions to counter hostile actions, promoting a concept referred to as “cable diplomacy” with global partners.

Quick Response Initiatives

Recognizing that deterrence may not always prevent incidents, the European Commission has announced steps to further reinforce these strategies with a dedicated budget of €40 million. This funding is intended to ensure a rapid and efficient response to disturbances of submarine cables through adaptable modules.

These modules, serving as repair kits, will be strategically positioned in various sea basins. This way, in the event of a cable break, repair ships can easily access necessary equipment and resources to expedite restoration efforts.

Regional Cable Centers

As part of the strategy, Europe plans to establish two regional cable centers. One center will be located in the Baltic Sea, responsible for enhancing surveillance and response protocols, with an allocation of €2.5 million. Finland will lead this effort in coordination with Denmark, Germany, Estonia, Latvia, and Sweden.

Similarly, in the Mediterranean, another center will receive funding of €3.3 million, aimed at real-time information exchange and coordinated incident responses. Italy will oversee this center in collaboration with Greece, Cyprus, and Malta.

Future Steps and Investments

These initiatives are part of a larger framework, which has earmarked €595 million for 74 continental connectivity projects. Earlier this year, the Commission unveiled a separate package of approximately €347 million dedicated solely to submarine cable projects, highlighting their significance as vital infrastructure. This investment is aligned with Europe’s broader technological sovereignty plan, especially in light of increasingly strained associations with allied countries.

In conclusion, as Europe prepares to fortify its underwater communications architecture, it exemplifies a proactive approach to safeguarding a critical component of its digital backbone. By prioritizing the security and resilience of submarine cables, Europe can ensure its technological sovereignty in an ever-evolving geopolitical landscape.

General News – 2

There is a type of technological infrastructure that is invisible, but that has become essential in recent years: submarine cables.
