The push for legal reforms addressing serious crimes of pedophilia has gained momentum in Spain, as the Comprehensive Reparation Now (RIYA) platform calls for the Minister of the Presidency, Justice and Relations with the Cortes, F\u00e9lix Bola\u00f1os, to appear before Parliament. The primary issue at stake is the proposed reform of the Penal Code, which would prevent the statute of limitations from applying to crimes of pedophilia punishable by more than five years in prison.<\/p>\n
Miguel Hurtado, a prominent spokesperson for the RIYA platform and the first complainant in the notorious Montserrat Abbey pedophile case, has taken a proactive stance by formally requesting Bola\u00f1os’s appearance before the Justice Commission. This demand arises from what Hurtado describes as “the blockage” of crucial legislative reforms aimed at protecting victims and ensuring that serious crimes do not escape justice due to time limitations.<\/p>\n
Hurtado expressed deep disappointment regarding Bola\u00f1os’s commitments made earlier this year. In a meeting with victims and representative associations in January, the Minister had pledged to expedite the processing of the imprescriptibility law. However, nearly four months later, there has been little progress. Hurtado remarked, “What does not make any sense is\u2026 the word of a minister of Spain should have more value.\u201d<\/p>\n
The lack of action on this front has prompted RIYA to call for immediate accountability. Hurtado articulated a specific request for Bola\u00f1os to clarify why the presentation of the bill, which received overwhelming support in the Lower House, has not yet commenced. Alarmingly, he cited that approximately 88 percent of Congress favors extending the current statutes of limitation for such heinous crimes.<\/p>\n
Previously scheduled for April, the presentation of the bill was abruptly canceled, further exacerbating concerns among the victims and their advocates.<\/p>\n
Hurtado contends that the potential passage of the imprescriptibility law poses a threat to institutions that historically benefitted from a culture of impunity. He specifically pointed out that the law is “very annoying to the bishops because it ends one of the main privileges of the Church,” which he identifies as a lack of accountability for sexual crimes perpetrated by clergy.<\/p>\n
The push for this legislation highlights the urgent need for reforms that align with societal expectations for justice. The RIYA platform’s demands resonate not only with victims but also with a considerable segment of the population advocating for change in how these grave offenses are handled within the legal system.<\/p>\n
