The Independent Trade Union Center of Civil Servants (CSIF) initiated this struggle at the beginning of May, warning of potential disruptions if the Secretary of State for Finance failed to meet previously agreed conditions from 2024. As a result, one-hour stoppages occurred on May 13 and 29, and a general strike is scheduled for June 8, contingent upon the progression of negotiations.

Key Demands for Recognizing Danger

Among the urgent demands from the workforce is the recognition of the Customs Surveillance Service (SVA) as a risky profession. This call for acknowledgment comes in light of recent tragedies; notably, a SVA vessel was rammed by a drug smuggling boat along the coast of Almería, and two civil guards recently lost their lives in a similar incident near Huelva. These alarming events have heightened concerns over the safety and adequacy of resources available to combat drug trafficking effectively.

<picture></picture>

This is how the SVA boat looked in AlmeríaPHOTO COURTED

Moreover, the lack of adequate resources has exacerbated the issue. Despite a request for enhanced vessels from the SVA Unit of Huelva in November 2025, this plea went unaddressed. There is also a pressing concern regarding early retirement options; without being classified as a risky profession, many workers face financial penalties upon retirement, leading to alarming situations where individuals as old as 65 are still engaged in dangerous operations against drug trafficking.

Additional Issues on the Table

The demands extend beyond recognition of risks. Workers also seek better promotional opportunities within the Aeat, addressing unpaid responsibilities carried by officials lacking the requisite professional categorization, and clearer regulations surrounding teleworking. These elements form the core of the negotiations that are currently at a standstill.

Breaking Down the Negotiation Dynamics

Soledad Fernandez, the General Director of the Aeat, convened a meeting on May 26 with unions such as the General Union of Workers (UGT) and others. Notably, these unions represent around 70% of the Aeat Negotiating Table but did not back CSIF’s recent mobilizations. During this meeting, there were complaints of exclusion. According to Antonio Garcia, a representative of the UGT, the offers made were essentially a “deception for workers,” favoring those in higher positions while neglecting the needs of those in lower ranks contributing to an unbalanced structure.

This unilateral approach to negotiation has prompted the UGT to consider a united front with other unions for potential mobilizations in the near future. The CSIF described the General Director’s strategy as a manipulative ploy to fissure the collective strength of the workforce, thereby undermining the integrity of existing agreements and negotiations.

General News – 2

Updated Thursday, May 28, 2026 – 16:18 The Ongoing Dispute at the Tax Agency The template of the Tax Agency (Aeat) remains on high alert amid an escalating internal conflict as it coincides with the Income campaign, which wraps up on June 30, 2026.
