On October 29, 2024, Valencia experienced an unprecedented tragedy when 230 people lost their lives due to catastrophic flooding. It was a stark reminder of the vulnerabilities in the region\u2019s water management systems, particularly concerning the dams. Alarmingly, none of the dams operating in the Valencian Community had an operational emergency plan at that time. The Forata dam, which came dangerously close to breaking, highlighted the critical lack of preparedness, as it was on the verge of collapse without the necessary emergency protocol in place.<\/p>\n
In the aftermath of this disaster, the only dam that has successfully implemented an emergency plan is the Search dam, owned by the Generalitat Valenciana. This plan includes several crucial measures:<\/p>\n
Additionally, training has been conducted for dam staff and residents of five municipalities surrounding the area to ensure preparedness in case of another emergency.<\/p>\n
Despite these positive developments, the remaining 18 dams, managed by the State Administration, still lack operational emergency plans. This inadequacy is concerning, especially given that the Buseo and Forata dams overflowed during the Dana incident. The Valencian Minister of Agriculture and Water, Miguel Barrachina, has called for urgent hydraulic investments, emphasizing the region\u2019s susceptibility to extreme weather conditions and flooding.<\/p>\n

Compounding the situation, a complaint has been filed against the J\u00facar Hydrographic Confederation (CHJ) for failing to conduct periodic safety reviews since 2017 and for not implementing an emergency plan that had been approved since 2013. As plans for a third phase are discussed, which aims to provide a \u201cdefinitive solution\u201d for the Buseo dam, Barrachina emphasizes the need to collaborate with the government and local councils to establish long-term safety protocols.<\/p>\n
A pivotal concern remains regarding the dam’s drainage capabilities, especially since it lacks large gates necessary for efficient water management. To address these gaps, the Generalitat has proposed transferring ownership of the Buseo dam to state management. However, efforts to finalize this transition have yet to bear fruit.<\/p>\n
