Mayor Marianne Borgen and health councilor Robert Steen don’t like it. Yesterday, news reported that the Clinic for Mental Health and Addiction at Oslo University Hospital (OUS) will save over NOK 200 million in 2023. This appears in one of the proposals for cuts in the budget that are being considered by the management at OUS. This caused the shop stewards for five trade unions at the clinic to sound the alarm. They believe that such savings will lead to longer waiting times, fewer psychologists and less expertise. They are not the only ones to think so. – They cannot implement this. Helse Sør-Aust and Oslo University Hospital must increase, not cut, the offer within mental health and addiction. It is important that they turn around, says mayor of Oslo Marianne Borgen (SV). Here is the savings proposal for adult psychiatry: Close a 24-hour unit out of a total of six at Nydalen DPS and Søndre Oslo DPS. The economic effect is calculated at NOK 20 million. 10 of these million will be used to establish 24-hour places for compulsory mental health care (TPH) at one of the remaining units. Thus, they will save 10 million on this. Discontinued area function at Early Psychosis Treatment (TPB) at Gaustad Hospital and transferred 50 per cent of the business to Lovisenberg Diakonale Hospital (LD). At TPB, they have patients between the ages of 17 and 30 who are going through their first psychosis. The rest will be transferred to Nydalen DPS and Søndre Oslo DPS, or to one of them. The measure will cut 15 day beds at TPB, where five of them will be transferred to LD or Diakonhjemmet, and five day beds will be moved to Nydalen DPS or Søndre Oslo DPS. They reckon this will save NOK 26 million. Reorganization of the group units at DPS, the personality disorder outpatient clinic and the outpatient clinic for eating disorders. The specialized polyclinics located in Gaustad will be added to Nydalen DPS and Søndre Oslo DPS, possibly one of them. Can save 6 million. The total effect is calculated at NOK 42 million, where 15 overnight beds will be provided. Department for drug and addiction treatment (ARA): Reduce the 24-hour capacity in Interdisciplinary specialized treatment (TSB), which will reduce the offer to patients and may lead to them admitting sicker patients in need of highly specialized services. Can save NOK 20 million. Move the outpatient clinics that offer drug-assisted rush rehabilitation (LAR) to Lovisenberg diakonale hospital and Diakonhjemmet hospital. They expect to save NOK 1.5 million on that. Streamlining measures for drug withdrawal and detoxification (RUA), which they estimate will save NOK 5 million. In addition, there will be savings measures for the Department of Child and Adolescent Psychiatry, the Research and Innovation Department and National and Regional Functions (NOR). – The surprising cut comes after several years of downsizing in psychiatry, and at the same time the clinic notices a large influx of patients. – This is an incredibly surprising proposal, says the mayor. This will mean that many people in Oslo will get a worse offer, some will not get help at all and the waiting time will increase, according to Borgen. Mayor of Oslo Marianne Borgen (SV) thinks the proposal for cuts is shocking. Photo: Fredrik Hagen / NTB She thinks that the proposal for cuts is both shocking and completely incomprehensible. Especially at a time when there is an increasing need for services within psychiatry and addiction. – Recently, I have been in a meeting with several organizations here in Oslo who are in complete unison that there is a need for a stronger offer within specialist health services. Clinic for mental health and addiction The clinic for mental health and addiction at Oslo University Hospital is responsible for treatment, research and teaching in mental health and drug and addiction. They have several underlying units: Acute psychiatry department Drug and addiction treatment department (ARA) Child and youth psychiatry department (BUPA) Research and innovation department in PHA Nydalen DPS Mental health – national and regional functions (NOR) Mental health care – inpatient treatment Søndre Oslo DPS Kjelde : Oslo University Hospital – Hopes that this will not be the outcome Health Council in Oslo, Robert Steen (Ap) also believes that the offer within mental health in Oslo must be strengthened. He warned against carrying out the cut, which would affect the residents of the capital. – I want to warn the state quite strongly against doing this. If there is anyone who needs strengthening of psychiatry after the pandemic, it is Oslo. Especially children and young people. I hope that this will not be the result when the budget is finally ready. Health Council in Oslo, Robert Steen (Ap) hopes OUS does not cut psychiatry. Photo: Rolf Petter Olaisen / news Steen has at the same time lowered his shoulders as this is a process and the budget for OUS for 2023 has not yet been determined, but he hopes that the cut will not become a reality. – I hope that this will not be the outcome. – We need to strengthen the resources within psychiatry in Oslo, not reduce them. – In the middle of a process According to what news can learn, there has been hectic meeting activity at OUS after we were able to tell about the cut proposal. news’s cases have also been shared on OUS’s internal network. Oslo University Hospital has a number of services within the treatment of mental health, drug addiction and addiction at Gaustad Hospital. Photo: André Børke / André Børke – We are now in the middle of a budget process. What kind of measures will be implemented has not yet been decided, says deputy managing director Morten Reymert. He says that the budget framework for 2023 has a savings requirement of 3 per cent. He clarifies that the budget has not been determined. Beyond that, management at Oslo University Hospital has no further comment.

ttn-69

In next year’s budget, Oslo University Hospital will save money on mental health and substance abuse.
