However, <a rel=\"noopener, noreferrer nofollow\" href=\"https:\/\/www.dgt.es\/comunicacion\/notas-de-prensa\/20251223-inscripcion-registro-vmp\/\" target=\"_blank\">the DGT has confirmed<\/a> that this will not occur. The implementation of these regulations hinges on a Royal Decree that has yet to be approved, making it impossible for the guidelines to be enacted by the new year. Nevertheless, Traffic has emphasized that insurance will be mandatory for electric scooters, effective before the end of January 2026.<\/p>\n<h2>What is Approved and Required?<\/h2>\n<p>Since 2024, all electric scooters sold in Spain receive a certification that details their technical characteristics. This certification facilitates inspections by agents to confirm compliance with the necessary specifications. A noteworthy point is that authorities are conducting checks in various cities, which include examining the maximum speed limit indicated on scooters.<\/p>\n<div class=\"article-asset article-asset-normal article-asset-center\">\n<div class=\"desvio-container\">\n<div class=\"desvio\">\n<div class=\"desvio-figure js-desvio-figure\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<p>The DGT was also set to establish a registry for personal mobility vehicles (VMP), allowing users to register their scooters. Owners of older scooters, pre-2024 models, would need to have their vehicles inspected by <a rel=\"noopener, noreferrer nofollow\" href=\"https:\/\/www.dgt.es\/nuestros-servicios\/para-colaboradores-y-empresas\/vehiculos-de-movilidad-personal-vmp\/laboratorios-y-fabricantes\/#64519cfe-8541-11ea-bb32-005056a48f82-02009__1_\" target=\"_blank\">DGT-accredited laboratories<\/a> to ensure their compliance. This was particularly crucial as registration was meant to become necessary for all new scooters by January 2, 2026.<\/p>\n<h2>Insights from the DGT<\/h2>\n<p>On December 23, 2025, the DGT released a statement indicating the pressing need for the Royal Decree. The Council of Ministers acknowledged the urgency on November 18, but the approval could not be finalized by the stipulated date.<\/p>\n<blockquote><p>\n    &#8220;The urgent processing of the aforementioned Royal Decree is underway. However, its approval will not be feasible before next January 2.&#8221;\n  <\/p><\/blockquote>\n<p>The absence of an approved Royal Decree means the DGT currently lacks the legal grounds to enforce registration and insurance for electric scooters. It&#8217;s important to note that Traffic has indicated a new insurance requirement will come into effect on January 26, 2026, specifically for personal mobility vehicles weighing more than 25 kg and capable of speeds exceeding 14 km\/h.<\/p>\n<p>Currently, electric scooters are classified as light personal mobility vehicles. As of now, they do not mandate insurance.
