Before this, traffic officers utilized a rudimentary method that could only be described as precarious.<\/p>\n<p><!-- BREAK 4 --><\/p>\n<p>In lieu of radars, Civil Guard vehicles were equipped with a speedometer strategically placed in the right headlight.
