She is now in her final year of a master&#8217;s degree in international environmental studies at the Norwegian University of Environmental and Biosciences (NMBU).  For her, the education in Norway has been free.  It has been for all foreign students.  But the government now wants to put an end to that.  In the national budget for 2023, which was presented last Thursday, the government proposes to introduce tuition fees for international students outside Switzerland and the EEA area.  If the proposal is adopted, students will have to pay already from next autumn.  &#8211; It will reinforce the differences between the global north and the global south.  For many international students, the hope of free education will die, says Jha.  Estimated price of NOK 130,000 a year It is the universities and colleges themselves that will be responsible for pricing the studies.  At a minimum, they must demand school fees that cover the costs.  &#8211; We have used an average estimate in the budget work of approx.  NOK 130,000 a year.  That&#8217;s what State Secretary Oddmund L\u00f8kensgard Hoel (Sp) in the Ministry of Education and Science says.  He explains that the figure is based on the average for the other Nordic countries.  Denmark, Sweden and Finland have already introduced similar schemes. From and including 2025, the income is estimated at NOK 298 million.  This is stated by the Ministry of Education.  At the same time, it is estimated that the tuition fee will free up study places to the value of NOK 900 million from 2025. Of the total savings, the universities get to keep 75 percent themselves.  Introducing tuition fees can also help free up student accommodation for Norwegian students.  Today, foreign students often have preference for these apartments.  Could lose 70 per cent of international students Based on experience from our neighboring countries, a drop in the number of foreign students of 70 per cent is expected.  That worries Curt Rice, rector at NMBU.  &#8211; We are talking about major changes.  For us, who have 20 per cent international students, there are many who will disappear.  I think that&#8217;s really cool, he says.  Rice believes that international students contribute to strengthening Norwegian educational institutions. It gives more perspectives, it gives contact with the world and it means that Norwegian students form networks that they can use later in their careers, he points out.  State Secretary Hoel says it is not a goal in itself to reduce the number of foreign students in Norway.  &#8211; But with fewer foreign students, we will also free up capacity for Norwegian students, he says.  Today there are a total of 7,490 foreign students in Norway from countries outside Europe.  Most come from Asian and African countries, according to the Ministry of Education.  Broken promises from the Hurdal platform A year ago, the government promised that they would not introduce tuition fees for international students.  They wrote that in black and white in the Hurdal platform.  The breach of promise makes Rice worried that in a few years the government will also demand tuition fees from Norwegian students.  &#8211; How can we trust them when they say they will not take school fees from Norwegian students?  They have zero credibility on that claim.  I find that very worrying, says the principal.  &#8211; How real is that fear?  &#8211; It is very real.  When they say that we have to find other sources of income than from the government, it is natural to look at school fees from Norwegian students.  BREACH OF PROMISE: Prime Minister Jonas Gahr St\u00f8re (Ap) and Finance Minister Trygve Slagsvold Vedum (Sp) promised in the Hurdal platform that they would not introduce tuition fees for international students. It is not the case that even if Norwegian welfare services are not available to foreign citizens, they will automatically not be available to Norwegians either.  Norwegian students must of course still have access to free education, he emphasizes.
