The budget impulse measures how much oil money the state uses as a share of mainland Norway&#8217;s value creation (GDP).  A negative number means that the government&#8217;s oil money spending is falling as a share of the country&#8217;s value creation.  It slows down the economy.  Gross domestic product for mainland Norway is estimated at 1.7 per cent next year &#8211; Budget characterized by seriousness At 07:00 Finance Minister Trygve Slagsvold Vedum started the day by meeting the journalists outside his commuter apartment in Oslo.  &#8211; I&#8217;m fine.
