In a few days, the county will call for tenders for eight ferry routes in Tr\u00f8ndelag from 2025 to 2030. In other words, they are asking transport companies for offers to operate the ferries.  The county politicians have unanimously decided that there will be no electric ferries from 2025. The reason is that offers for electric ferries will be more expensive than other alternatives for the county council.  Without financial support, it will simply be too expensive.  &#8211; Then we see no other option than to be financially responsible, and call for tenders in Tr\u00f8ndelag without zero emissions, says the SV politician.  The government will require low and zero emissions in new tenders in Norway from 2023. But they have not yet decided how this will be implemented.  &#8211; We are working hard to find out the most effective way to make the claim.  When it is in place, we will find out which compensation may be relevant.  So we have to come back to that. Photo: Arbeiderpartiet Dependent on compensation Requirements for emission-free ferries in tenders from 2023 and for fast boats from 2025 will help to halve emissions from domestic shipping.  But that will not be the case when eight new tenders are now announced in Tr\u00f8ndelag for the period 2025-2030.  Tr\u00f8ndelag county council has been asking for clarification from the government since May.  They need to know whether they will receive support for electric ferries, new quays and charging equipment.  So far, the answer has been no. Last year, support from Enova for charging equipment for ferries and fast boats, which has been provided for five years, disappeared.  &#8211; The support changed the entire ferry sector in Norway by Enova taking a share of the costs of building charging equipment.  It was extremely important, but has been stopped, says Konrad P\u00fctz, director of transport in Tr\u00f8ndelag county municipality.  He says the county council has worked hard for a long time to convert to low and zero emissions on ferries and fast boats.  A compensation is necessary.  &#8211; It is important and we are working to clarify it, he says. Photo: Rita Kleven The government will find the best solution There are 130 ferry connections in Norway, and there will be 74 electric ferries during the year.  Today, it is up to the county municipalities to make demands, in order to get ferries with less emissions.  It will change from 2023. The government has confirmed this in the Hurdal platform.  But a few months before the requirement arrives, it is unclear how this will be implemented.  &#8211; The government is keen to achieve zero emission solutions.  We have to figure out the best way to do it.  There can either be requirements for the purchaser who buys the service, or for the vessel.  This is what State Secretary Ragnhild Sjoner Syrstad in the Ministry of Climate and Environment says, and adds: &#8211; Only afterwards can we find out what compensation might look like.  She does not want to say what will be in the state budget that will be presented on Thursday.  Low and zero emission technology at sea Several technologies are considered low and zero emission at sea.  For shorter distances, electricity and batteries are the most natural alternative.  For longer distances, hydrogen and its chemical relative ammonia are a possibility.  In addition, biogas is an alternative.  Biogas, like normal gas, emits CO\u2082.  But because the gas comes from waste and other sources that are considered part of the cycle, biogas counts as a climate-friendly solution.  In many cases, a combination of different technologies will be relevant.  For example, you can have hydrogen operation with a backup solution based on gas on board.  Support from Enova made it possible to get an electric ferry between Flakk and R\u00f8rvik in the Trondheimsfjord in 2019. This support scheme was stopped last year. Almost two years ago, then Prime Minister Erna Solberg promised financial support in the transition to low and zero emission ferries in Norway: &#8211; Those who will operate this must pay for something, but something must also be supported through public transfers.  The county municipalities get a contribution from the state to operate this, Solberg told news.  Group leader in the Conservative Party in Tr\u00f8ndelag, P\u00e5l S\u00e6ther Eiden, says this should have been clarified a long time ago.  &#8211; The government has signaled great ambitions and I think they should translate those ambitions into action, he says. Photo: Tariq Alisubh The industry is upset What is about to happen in Tr\u00f8ndelag is also causing a stir elsewhere in the country.  &#8211; Framework conditions must be ensured.  Calling out ferry tenders without requirements for zero emissions is going backwards into the future, says Acting Director H\u00e5vard Tvedte of Maritime Cleantech in Stord.  Maritime Cleantech is an industry cluster with the main focus in the region between Bergen and Stavanger, and has 150 members from the maritime industry.  Tvedte says support is important to ensure major cuts in emissions.  &#8211; Achieving these political requirements is something politicians at various levels are responsible for following up on.  The counties should reward the lowest possible CO\u2082 emissions in their tenders, and the state must compensate for additional costs, says Tvedte and continues.  &#8211; In addition to emission cuts, this entails green industrial construction and great export opportunities for Norwegian companies along the entire coast, says Tvedte.  Ferry services more important than emissions In Tr\u00f8ndelag, SV believes that the county council cannot afford ferries that cut emissions.  &#8211; In Tr\u00f8ndelag, we are now in a situation where increased fuel prices give us such great financial challenges that we may have to cut the bus, ferry and speedboat service next year, says group leader Rakel Therese Trondal from SV.  &#8211; We need people to have the ferry that they depend on to live in district Tr\u00f8ndelag.  For us, it&#8217;s about preserving as much as possible of the offer, says the SV politician. Photo: Rita Kleven Norway&#8217;s new climate account The government presented a climate account for the first time on 6 October.  It is the most detailed climate budget that has ever been drawn up by a government in Norway.  The climate report must be presented every year from now on.  It will show the emissions for last year, so far this year and how Norway is positioned to reach the climate targets.  The aim is to cut emissions by 55 per cent by 2030. So far we are on target, and 500,000 tonnes of CO2 equivalents were cut too little in 2021, and so far this year we have cut 400,000 tonnes too little.
