The use of oil money must decrease. There will be real cuts. – It will be a tough autumn and a tough winter. We have to stand in it together, even if there is a row, said Støre when he addressed the national board of the Labor Party earlier this month. Similar messages are repeated in a large number of interviews. The purpose is to prepare the ground for a state budget packed with bad news. For now, it must be cut, in order to secure jobs, reduce the pressure on the economy and avoid even more interest rate jumps. But certain ministries will receive a little more support than others. And foremost among the budget winners: Defense Minister Bjørn Arild Gram (Sp). – Of course we cannot reduce the defense budget now, with the extreme situation that we have around us. We have prioritized the Armed Forces and national preparedness, and we will continue to do so, said Finance Minister Trygve Slagsvold Vedum (Sp) to news recently. “Accident report” And in the defense sector, expectations are high for this autumn’s state budget. Earlier this autumn, news was able to tell about the arms manufacturer Nammo in Raufoss, which is asking for NOK 650 million next year to be able to increase deliveries of arms and ammunition. Others point to Storting message 10. It was presented almost six months ago and paints a reasonably depressing picture of the situation for the Norwegian Armed Forces. – The status of the Armed Forces is not where it should be, says then Minister of Defense Odd Roger Enoksen (Sp) when he presented the report on 8 April. – In many ways, it is a message of concern that shows that we are in a worse position than we should be, said Enoksen, who resigned as defense minister the day after the interview with NTB. Leader Torbjørn Bongo of the Norwegian Officers’ and Specialists’ Association says the report paints a dramatic picture. – Yes, it does. If you start adding up several of the things that are pointed out as shortcomings and weaknesses, there is quite a lot of money that we lack in order for the long-term plan for the Armed Forces to be balanced, and for us to have the preparedness we should have, he says, and continues: – So yes, it is dramatic and it is perhaps also dramatic in that it shows that we are not where we should be with the Armed Forces today. Facts about Stortingsmelding 10 The government’s review of the status of the Norwegian Armed Forces in Stortingsmelding 10 shows delays and cost overruns on several projects: * New submarines are delayed. This results in increased operating expenses and lower availability than planned. * The development on Evenes and Ørlandet will be more expensive than planned. * The problems with the NH90 helicopters have not been resolved. This presents challenges for the frigates and the coast guard. * New combat aircraft and new surveillance aircraft will strengthen the Armed Forces in the long term, but the transition challenges operational capability. * The maintenance backlog on buildings and facilities is significant. * In the report to the Storting, the government states that Russia’s invasion of Ukraine indicates a need for an increased presence in the north. Actions that strengthen operational capability in the short term must be prioritized. * The implementation of measures from previous plans is in arrears in several fields, says the message. (Source: NTB/news, Report No. 10 – Priority changes, status and measures in the defense sector) Extra pot In addition to a planned escalation of 2 billion in the long-term plan for the Armed Forces, the Officers’ Association is now asking that the government continue the extra 3 billion next year The defense got in March, as a result of the outbreak of war. DRAMATIC: Leader Torbjørn Bongo in the Norwegian Officers’ and Specialists’ Association. Photo: Øyvind Bye Skille / news The question is whether it will be enough to correct the deficiencies described in Stortingsmelding number 10. – The most important thing is that we have to make what we have work. Then we must have enough personnel, so that we can utilize the material we have. We have to buy ammunition and spare parts and other parts we need, says Bongo to news. He emphasizes that the report to the Storting shows that there will be more overruns, including at Evenes. – We have to get extra funding for the extra costs. If not, it means that we have to cut back in other areas, which in turn means that we get a weakened defence. Extra money must also be put on the table in order to implement a long-term plan that the Storting adopted in the autumn of 2020. He acknowledges: – This will cost quite a few billions, and more billions than it was assumed that the defense budget would increase by 2023. Do not lower ambitions When he presented the message to the Storting in April, former Minister of Defense Odd Roger Enoksen told NTB that it was out of the question to lower the level of ambition: – We must continue to build up the Armed Forces, and we probably also have to do it faster than what is based on the long-term plan for the Armed Forces. He admitted that it can be expensive to maintain the level of ambition at the same time that significant cost overruns must be covered. – Yes, it is expensive to have an effective and good defence. And the security policy situation does not make it any less necessary to have a strong national defence, he replied. DEMANDING: Defense Minister Bjørn Arild Gram (Sp) says the costs are rising a lot, also for the state. Photo: Mats Rønning / news The following day, he resigned as Minister of Defence, following revelations of a previous relationship Enoksen, a SP minister, had with a young woman in the mid-2000s. Now it is up to another SP minister, Bjørn Arild Gram, to correct the weaknesses revealed by the report to the Storting and strengthen Norwegian preparedness in a critical situation. – We are in a demanding time nationally and internationally where it is important for the government to ensure national security. In the budget for next year, we are prioritizing the most important things: Security for people’s finances, good welfare services, work for everyone and good preparedness for the whole country, says Gram. Increased costs A headache for the government is the sharp increase in prices, which makes defense equipment far more expensive to buy. The fact that international demand for weapons and ammunition has also exploded also affects prices. In addition, demand and the aftermath of the pandemic means that delivery times are longer than usual. – The times we live in mean that costs rise a lot, also for the state, says Bjørn Arild Gram. He says the government must cover a gap between expenditure and mainland income of tens of billions. – At the same time, we are reducing the use of oil money to help bring price inflation under control. This means that good investments have to wait because we cannot now spend money on everything we could wish for, says Gram. But where other ministers have to put up with progress in the Hurdal platform being postponed or cancelled, as Minister of Defense Gram will escape the very toughest priorities. – We could not have known that there would be a war in Europe when we wrote the platform, Støre said in his speech to Ap’s country council earlier this month. He then reiterated that defense and preparedness will be a main issue for the government. – We must prioritize hard what we can spend money on, and in this round we must prioritize securing the welfare services and strengthening preparedness in the face of a troubled Europe, said Støre.

ttn-69

On inhalation and exhalation, the warnings have come from Prime Minister Jonas Gahr Støre (Ap) and his crew: The state budget for next year will be tight.
