In an important step towards uncovering the \u00a0truth\u00a0 and achieving \u00a0justice\u00a0 for victims of armed conflict, the Unit for the Search for Disappeared Persons (UBPD) has recently recovered \u00a025 bodies\u00a0 during a forensic intervention in the central cemetery of Neiva, Colombia. This operation represents a significant advancement in the Regional Northern Search Plan of Huila, aiming to locate missing persons related to violence that erupted between 2006 and 2012.<\/p>\n

According to \u00a0Diego Fernando Sevilla Cort\u00e9s\u00a0, the regional coordinator of the UBPD, these remains may correspond to individuals reported missing in areas impacted by the conflict, including municipalities such as \u00a0Aipe, Tello, Algeciras, Baraya (Huila); Planadas (Tolima), and San Vicente del Cagu\u00e1n (Caquet\u00e1)\u00a0.<\/p>\n

\u201cFor \u00a0two weeks\u00a0, our forensic teams conducted a meticulous examination of the cemetery, particularly focusing on \u00a0Monument 14\u00a0, where we exhumed 21 vaults, leading to the recovery of 25 bodies,\u201d Sevilla explained.<\/p>\n

This humanitarian and extrajudicial intervention followed \u00a0precautionary measures\u00a0 established by the \u00a0Special Jurisdiction for Peace (JEP)\u00a0 in 2019, ensuring the integrity of these remains to prevent their loss or alteration.<\/p>\n

Out of the 25 recovered bodies, \u00a012 have been verified\u00a0 through comparison with prior necropsy protocols and have been reburied in ossuaries within the same cemetery section while awaiting formal identification. Five additional bodies will undergo further analysis in an upcoming forensic phase scheduled for \u00a0September 2025\u00a0, while the other eight are currently in the identification process with the collaboration of the \u00a0National Institute of Legal Medicine and Forensic Sciences\u00a0.<\/p>\n

\u201cOur objective is to ensure a \u00a0dignified return\u00a0 for the families, always emphasizing \u00a0dignity, memory, and reparation\u00a0,\u201d Sevilla noted.<\/p>\n

A remarkable aspect of this forensic operation was the involvement of \u00a0four former members\u00a0 of the public force who currently face legal proceedings with the \u00a0JEP\u00a0. They offered assistance as part of \u00a0restorative actions\u00a0 aimed at promoting peace through acknowledging the shared responsibility of conflict actors. This collaborative effort symbolizes recognition of the victims’ suffering and supports the ongoing quest for truth.<\/p>\n

To date, this marks the sixth intervention by UBPD within the central cemetery of Neiva, resulting in a total of \u00a096 recovered bodies\u00a0 associated with \u00a0forced disappearances\u00a0 during Colombia’s armed conflict. The efforts are part of the \u00a0North Huila Regional Plan\u00a0, which targets \u00a0863 missing individuals\u00a0 in that area. Overall, UBPD has documented \u00a01,574 cases\u00a0 in Huila, with combined figures from Huila, Putumayo, and Caquet\u00e1 approaching \u00a09,947 disappearances\u00a0. <\/p>\n

According to a report from the \u00a0United Nations Development Program (UNDP)\u00a0, Huila endured severe armed violence during critical years, with \u00a0611 homicides reported in 2003\u00a0 and a resurgence of \u00a0513 cases in 2007\u00a0. Although the numbers began to decline post-2008, the years from \u00a02006 to 2012\u00a0 witnessed extraordinary levels of \u00a0violence\u00a0 and \u00a0disappearances\u00a0.<\/p>\n

\u201cUBPD\u2019s commitment lies with the \u00a0truth\u00a0, \u00a0dignity\u00a0, and the right of families to ascertain what happened to their missing loved ones. Each recovered body signifies progress towards \u00a0repair\u00a0 and collective memory,\u201d Sevilla concluded.<\/p>\n
