In response, the Ministry for Digital Transformation and Public Function has recently unveiled a <a rel=\"noopener, noreferrer nofollow\" href=\"https:\/\/digital.gob.es\/content\/dam\/portal-mtdfp\/consenso-por-una-administracion-abierta\/CONSENSO_POR_UNA_ADMINISTRACION_ABIERTA.pdf\" target=\"_blank\">new proposal<\/a> for reforming the opposition model for top state officials.<\/p>\n<p><!-- BREAK 1 --> <\/p>\n<p>This reform will specifically impact future officials in the \u00a0A1\u00a0 and \u00a0A2\u00a0 subgroups, which include roles requiring high specialization, such as judges, finance inspectors, and senior architects. Until now, these officials were required to hold a specific university degree, but under the new framework, they will also need to complete a \u00a0two-year postgraduate course\u00a0 to qualify for public positions.<\/p>\n<p><!-- BREAK 2 --><\/p>\n<p><strong>An opposition with two exams<\/strong>. Successful candidates will then have the opportunity to attend a \u00a0National Training School for Officials\u00a0, where a comprehensive two-year postgraduate training program will be offered.<\/p>\n<p><!-- BREAK 4 --><\/p>\n<p>This postgraduate program will be mandatory before candidates can sit for the \u00a0final exam\u00a0, leading to public positions specific to their areas of training, thus streamlining the currently existing opposition method.<\/p>\n<p><!-- BREAK 5 --><\/p>\n<p><strong>Not everyone will pass<\/strong>. While many candidates may pass the first exam, it\u2019s important to note that not all will secure a position, as many who pass the first exam may not succeed in the second. However, candidates who complete the two-year postgraduate program without obtaining a position will still receive an official postgraduate degree.<\/p>\n<p><!-- BREAK 6 --> <\/p>\n<p>According to Secretary of State for Public Function, \u00a0Clara Mapelli\u00a0, this officially recognized title, akin to a university master&#8217;s degree, will provide value for the two years spent training at the School of Officials.<\/p>\n<p><!-- BREAK 7 --><\/p>\n<div class=\"article-asset-image article-asset-normal article-asset-center\">\n<div class=\"asset-content\">\n<div class=\"caption-img \">\n<p>   <img decoding=\"async\" alt=\"Training scheme\" class=\"centro_sinmarco\" src=\"https:\/\/teknomers.com\/en\/wp-content\/uploads\/2025\/07\/A-masters-program-that-lasts-two-years.jpeg\"\/><\/p>\n<pre><code>    &lt;span&gt;New training scheme for high-ranking officials&lt;\/span&gt;<\/code><\/pre>\n<\/div><\/div>\n<\/div>\n<p><strong>Academic credits according to the group<\/strong>. The Ministry&#8217;s proposal also introduces a training system based on \u00a0ECTS credits\u00a0 (European Transfer and Accumulation of Credits). For instance, candidates in the \u00a0A1 subgroup\u00a0 will need to acquire \u00a0120 ECTS\u00a0, while those in the \u00a0A2 group\u00a0 will require \u00a090 credits\u00a0, with \u00a060 ECTS\u00a0 needed for group \u00a0B\u00a0.<\/p>\n<p><!-- BREAK 8 --><\/p>\n<p>Candidates for groups \u00a0C1\u00a0 and \u00a0C2\u00a0 will follow distinct guidelines. The \u00a0academic structure\u00a0 proposed by the Ministry draws significant inspiration from the French model of the \u00a0\u00c9cole Nationale d&#8217;Enchion (ENA)\u00a0, established in 1945 and notable for having educated four of France&#8217;s recent presidents, including current President \u00a0Emmanuel Macron\u00a0, who has since reformed it.<\/p>\n<p><!-- BREAK 11 --><\/p>\n<p>To actualize this new National School, the Ministry has initiated alliances with both \u00a0European Administrative Schools\u00a0 and universities within the \u00a0European Higher Education Area\u00a0. Moreover, the system will integrate with the state scholarship regime to ensure equal opportunities, irrespective of an applicant&#8217;s socioeconomic background.<\/p>\n<p><!-- BREAK 12 --><\/p>\n<p><strong>Reactions against<\/strong>. However, not everyone is supportive of the new opposition model. Trade unions and professional associations have raised concerns. The \u00a0State Finance Inspectors Association (IHE)\u00a0 cautions that the new model, which reveals candidate identities for the second exam, poses a significant risk to the integrity of public service.<\/p>\n<p><!-- BREAK 13 --><\/p>\n<p>Additionally, \u00a0Miguel Borra\u00a0, president of the \u00a0CSIF union\u00a0, commented to \u00a0Public\u00a0 that the new model &#8220;won&#8217;t resolve the serious issues facing administrations and their professionals.&#8221; He warned that \u00a060%\u00a0 of public employees are due to retire in the next decade while \u00a030%\u00a0 of positions are temporary, suggesting that the new model might exacerbate existing challenges.<\/p>\n<p><!-- BREAK 14 --><\/p>\n<p>Union representatives also forewarn that this revamped system could lead to further delays in selection processes that already contribute to the expiration of many positions each year due to administrative inactivity.<\/p>\n<p><!-- BREAK 15 --> <\/p>\n<p>In conclusion, while the Spanish government&#8217;s proposal for a new opposition model aims to modernize public administration and align it with European standards, it faces skepticism from various sectors.
