This unprecedented event sparked significant controversy across various political and social sectors, raising questions about the implications of such a decision.<\/p>\n<p>To contextualize, the <strong>National Penitentiary and Prison Institute<\/strong> (INPEC) disclosed that the prisoners had received formal permission to attend the event. Moreover, Petro designated these individuals as official spokesmen for dialogue between the organized crime entities and the national government. It also confirmed that the exit of the inmates did not require a <strong>judge&#8217;s authorization<\/strong>.<\/p>\n<p><b>\u201cThe National Government, through Resolution No. 452 of 2024, appointed Dr. Isabel Cristina Zuleta L\u00f3pez as coordinator of the National Government, with the power to perform all necessary acts to establish socio-legal conversations,\u201d<\/b> the report added.<\/p>\n<p>The report went on to elucidate the operational details of the inmates&#8217; transfer to the event. At <strong>12:35 a.m.<\/strong>, they were escorted from the <strong>La Paz Penitentiary Center<\/strong> in Itag\u00fc\u00ed by the National Police. During the event, they remained in an isolated tent, closely monitored, with no contact with external attendees.<\/p>\n<p><b>\u201cThey remained in this place until 5:40 p.m., when their access to the platform was authorized. Once the event was concluded at 9:15 p.m., they were returned to containment establishment at <strong>10:10 p.m.<\/strong>,\u201d<\/b> relayed the INPEC report.<\/p>\n<p>The notoriety of the nine inmates involved has also drawn attention, as they each have extensive criminal backgrounds.
