As per the witness’s account, “Chipi” transitioned from barbering to mingling with what he referred to as \u201cMalandros,\u201d leading him to engage in criminal activities within the neighborhood.<\/p>\n

On July 30, 2025, while on duty, the witness noticed Junior, identified as being closely associated with “Chipi”. The narrative described that both individuals were reportedly engaged in numerous \u201claps,\u201d a term the witness used to signify joint criminal operations.<\/p>\n

The testimony indicates that Junior handed cash to a minor to purchase lunch supposedly for “the partner,” interpreted as a direct reference to Chipi.<\/b> The witness interpreted this action to imply a continuing collaboration among them, noting that Junior only refers to Chipi using the term “partner.” When queried about his relationship with Chipi, Junior notably deflected the question, responding with “Not Sapa,” which discouraged further inquiry.<\/p>\n

Elder Jos\u00e9 Arteaga Hern\u00e1ndez, known as El Coste\u00f1o or Chipi, is believed to have masterminded the planning and execution of the attack. The \u00a0Attorney General’s Office\u00a0 asserts he coordinated logistics, supplied the weapon, and worked with multiple accomplices, including Katherine Andrea Mart\u00ednez and Carlos Eduardo Mora Gonz\u00e1lez, as well as a minor, who was allegedly incentivized to carry out the crime.<\/p>\n
