However, this figure could have been even higher had Spain complied with all the conditions set by Brussels. The process resembles a \u00a0video game\u00a0, where completing levels results in monetary rewards, and one of the pivotal milestones was the increase in diesel taxes.<\/p>\n<p><!-- BREAK 1 --> <\/p>\n<p>This compliance, or lack thereof, translates into \u00a01.1 billion euros\u00a0 that Spain will forgo due to unmet commitments regarding fiscal reform and temporary employment legislation, both critical to unlocking the aid. The \u00a0Next Generation funds\u00a0 represent a significant lifeline for Spain, and among the requirements is the controversial proposal to raise diesel taxes.<\/p>\n<p><!-- BREAK 2 --><\/p>\n<p>To tap into these funds, Europe has mandated several reforms. Two key reforms remain unfulfilled: the first concerns interim workers who \u00a0Europe\u00a0 wants to transition into permanent roles without swelling the numbers of official staff. The second reform involves \u00a0taxation\u00a0, specifically focusing on diesel fuel. The failure to implement both has cost Spain an estimated \u00a01.1 billion euros\u00a0.<\/p>\n<p><!-- BREAK 3 -->  <\/p>\n<div class=\"article-asset article-asset-normal article-asset-center\">\n<div class=\"desvio-container\">\n<div class=\"desvio\">\n<div class=\"desvio-figure js-desvio-figure\"><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/div>\n<p><strong>What do we pay?<\/strong> There has been sustained pressure from Europe for Spain to align diesel taxes with gasoline taxes. Currently, the \u00a0Special Hydrocarbons Tax\u00a0 reflects significant disparities that favor diesel. Presently, the tax breakdown is as follows:<\/p>\n<p><!-- BREAK 4 --><\/p>\n<ul>\n<li>98: \u00a0431.92 euros\u00a0\/1000 liters or \u00a00.432 euros\/liter\u00a0 gasoline.<\/li>\n<li>No lead gasoline 95: \u00a0400.69 euros\u00a0\/1000 liters or \u00a00.401 euros\/liter\u00a0.<\/li>\n<li>Diesel: \u00a0307 euros\u00a0\/1000 liters or \u00a00.307 euros\/liter\u00a0.<\/li>\n<\/ul>\n<p>In addition to this national component, the regional tax since 2019 averages \u00a07.02 cents\/liter\u00a0. Adjusted for these rates, the Special Hydrocarbons Tax now breaks down as follows:<\/p>\n<p><!-- BREAK 5 --><\/p>\n<ul>\n<li>98: \u00a00.504 euros\/liter\u00a0 gasoline.<\/li>\n<li>95: \u00a00.473 euros\/liter\u00a0 gasoline.<\/li>\n<li>Diesel: \u00a00.379 euros\/liter\u00a0.<\/li>\n<\/ul>\n<p>VAT, capped at \u00a021%\u00a0, also significantly escalates the final price, particularly for gasoline. On average, the current market price for diesel in Spain hovers around \u00a01.425 euros\/liter\u00a0. Without taxes, the base price would be approximately \u00a00.799 euros\/liter\u00a0, indicating that a staggering \u00a056%\u00a0 of the price reflects tax obligations.<\/p>\n<p><!-- BREAK 6 --> <\/p>\n<div class=\"article-asset article-asset-normal article-asset-center\">\n<div class=\"desvio-container\">\n<div class=\"desvio\">\n<div class=\"desvio-figure js-desvio-figure\">\n     <img loading=\"lazy\" decoding=\"async\" alt=\"Gasoline Tax Rates Over Time\" width=\"375\" height=\"142\" src=\"https:\/\/teknomers.com\/en\/wp-content\/uploads\/2025\/07\/Lets-consider-paying-more-for-diesel.jpg\"\/>\n   <\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/div>\n<p>The end goal remains pushing for equal taxation of diesel and gasoline, driven by the higher pollutant emissions emitted by diesel vehicles. This includes \u00a0measures\u00a0 aimed at reducing its use, and part of the strategy involves harmonizing fuel taxation across Europe.<\/p>\n<p><!-- BREAK 7 --><\/p>\n<p>However, introducing higher diesel taxes poses significant political risks. In April, Spain was pushed to reach an agreement to implement the tax hike, threatening the much-needed funds. The government appeared to have reached a tentative agreement to increase the diesel tax by \u00a011 cents\/liter\u00a0 but failed to finalize it.<\/p>\n<p><!-- BREAK 8 --><\/p>\n<p>The ambitious tax reform framework that was proposed never materialized\u2014a setback arriving years after \u00a0similar proposals\u00a0 had failed to gain momentum due to a series of crises, including the aftermath of the Coronavirus and the ongoing effects of the Ukraine War.<\/p>\n<p><!-- BREAK 9 --><\/p>\n<p>Historically, even before the recent proposals, previous governments projected tax increases on diesel, such as in \u00a02018\u00a0, but these were considerably watered down, resulting in a general increase in fuel taxes. This data underlines the significant reliance on diesel fuel, a legacy of the mid-2000s when diesel vehicles gained significant traction in the market. In \u00a02007\u00a0, for instance, diesel cars dominated sales, highlighting a long-lasting trend.<\/p>\n<p><!-- BREAK 12 --><\/p>\n<p>The reluctance to implement tax reforms concerning diesel is understandable when assessing the social implications. Three out of five vehicles still rely on diesel, illustrating a complex feedback loop between consumer choices, existing fuel taxation, and \u00a0environmental policies\u00a0.
