This statement sums up one of the most significant criticisms against low emissions zones: the perception that they cater primarily to wealthy individuals who can afford newer, more environmentally friendly vehicles.<\/p>\n<p><!-- BREAK 2 --><\/p>\n<p>Many residents who live in the city center do not plan to switch their vehicles for greener models, which raises a crucial question: what measures will be taken to accommodate this segment of the population? The primary requirement is to ensure <a rel=\"noopener, noreferrer nofollow\" href=\"https:\/\/www.boe.es\/buscar\/doc.php?id=BOE-A-2011-1645\" target=\"_blank\">improvement in air quality<\/a>, but municipalities are not mandated to impose specific restrictions on vehicles.<\/p>\n<p><!-- BREAK 7 --><\/p>\n<p>In Ciudad Real, officials argue that by pedestrianizing certain streets in what they refer to as the <a rel=\"noopener, noreferrer nofollow\" href=\"https:\/\/zbe.ciudadreal.es\/zbe\/home\" target=\"_blank\">Healthy Real Ciudad Zone (ZCRS)<\/a>, they can achieve a 40% reduction in nitrogen oxide (NOx) emissions and a 10% decrease in carbon dioxide (CO2) levels by 2030. Similarly, Seville has limited its ZBE to the island of La Cartuja, making its implications on the city center considerably less impactful.<\/p>\n<p><!-- BREAK 10 --> <\/p>\n<p>In summary, while Ciudad Real plans to conform with new legislative requirements regarding low emissions zones, the practical implementation suggests a lenient approach that raises questions about the effectiveness of these measures.
