On July 1, 2025, two legislative resolutions were published that authorize the entry and transit of \u00a0foreign naval units\u00a0 with armament to Peruvian territory. Both resolutions aim to strengthen international cooperation in \u00a0defense\u00a0 and \u00a0security\u00a0 between \u00a0Peru, Japan, Brazil\u00a0, and \u00a0Colombia\u00a0.<\/p>\n

According to the documents, the participation of foreign naval units in \u00a0multinational exercises\u00a0 and protocol visits in the country is addressed, especially in the context of the \u00a0Amazon River\u00a0 and the \u00a0Puerto del Callao\u00a0.<\/p>\n

The Legislative Resolution No. 32397<\/b><\/a> authorizes the entry and transit of naval units \u00a0Kashima\u00a0 and \u00a0Shimakaze\u00a0 of the Japan Self-Defense Maritime Force, which will make a protocol visit and a training cruise in Peru.<\/p>\n

The vessels will be in the \u00a0port of Callao\u00a0 from July 23 to 27, 2025, participating in an exchange and training with the \u00a0Armed Forces of Peru\u00a0. These class units \u00a0Kashima\u00a0 and \u00a0Shimakaze\u00a0 are equipped with weapons such as naval cannons, launch tubes, and advanced radar and communication systems, including \u00a0OPS-14 anti-aircraft radar\u00a0 and \u00a0OPS-18 surface radar\u00a0.<\/p>\n

The ship \u00a0Kashima\u00a0 has a crew of \u00a0360 personnel\u00a0, a displacement of \u00a04,050 tons\u00a0, and is armed with a \u00a076 mm naval cannon\u00a0, alongside triple launch tubes. On the other hand, \u00a0Shimakaze\u00a0 has a crew of \u00a0260\u00a0 and is outfitted with \u00a05-inch cannons\u00a0, along with systems such as \u00a020 mm CIWS\u00a0 and a launcher.<\/p>\n

The Legislative Resolution No. 32398<\/b><\/a> authorizes the entry of several naval units from \u00a0Brazil\u00a0 and \u00a0Colombia\u00a0, which will participate in the multinational exercise \u00a0Bracolper Naval 2025\u00a0, a joint simulation in the \u00a0Amazon River\u00a0. Brazil’s naval units include patrol vessels \u00a0Raposo Tavares\u00a0 (P-21) and \u00a0Rondonia\u00a0 (P-31), while Colombia will contribute the gunboat \u00a0Arauca\u00a0 (ARC-137) and support patrol \u00a0Tecim Eddd Cristian Reyes Holgu\u00edn\u00a0 (ARC-615).<\/p>\n

These vessels, which will dock at the port of \u00a0Iquitos\u00a0 from July 25 to 29, 2025, are also equipped with significant armament. The \u00a0Raposo Tavares\u00a0 (P-21) carries \u00a040 mm Bofors\u00a0 cannons and \u00a020 mm Oerlikon\u00a0 machine guns, while the \u00a0Rondonia\u00a0 (P-31) has a similar setup, complemented by \u00a081 mm mortars\u00a0. The gunboat \u00a0Arauca\u00a0 (ARC-137) of Colombia is fitted with \u00a040 mm MK-19\u00a0 and \u00a0M2HB\u00a0 machine guns. Lastly, the \u00a0Tecim Eddd Cristian Reyes Holgu\u00edn\u00a0 (ARC-615) is equipped with \u00a07.62 mm M240B\u00a0 machine guns and \u00a081 mm mortars\u00a0.<\/p>\n

In addition to the weapons, these units boast advanced \u00a0electronic systems\u00a0, including anti-aircraft radars, echo-sounding technology, and GPS, which are crucial for executing joint operations in the complex river environment of the Amazon.<\/p>\n

The \u00a0Bracolper Naval 2025\u00a0 exercise represents one of the principal multinational cooperation activities in the region, aimed at enhancing interoperability between the naval forces of \u00a0Peru, Brazil,\u00a0 and \u00a0Colombia\u00a0. In addition to exchanging technical knowledge, the exercise will focus on improving patrol and control capabilities in the Amazon River\u2014a zone of significant strategic importance, particularly concerning issues related to drug trafficking and other transnational crimes.<\/p>\n

The Brazilian and Colombian units, with their respective advanced weapon systems, will play a crucial role in the defense of the Amazon region and facilitate joint security operations. Training activities, patrols, and simulations of emergency situations will help participating nations improve their emergency response capacities, especially in combating \u00a0organized crime\u00a0.<\/p>\n

The resolution permitting these foreign naval units to operate in Peru underscores the nation’s commitment to enhancing relations with neighboring countries, particularly in vital fields such as defense and security. The Peruvian armed forces continue to bolster their operational capabilities through these exercises, which will also provide Peruvian officers with invaluable experience in multinational operations and the management of cutting-edge technologies, including radars and communication systems from foreign units.<\/p>\n

Peru has achieved significant progress, moving to the \u00a049th position\u00a0 in the \u00a0Global Firepower 2025\u00a0 military strength ranking, displaying improvements in infrastructure, aviation, and artillery, surpassing \u00a0Paraguay\u00a0, which ranks \u00a087th\u00a0. However, in terms of Naval Force, Paraguay, despite its landlocked status, holds the \u00a041st\u00a0 position, while Peru ranks \u00a042nd\u00a0. Within South America, \u00a0Paraguay\u00a0 boasts the third most powerful fleet, while \u00a0Peru ranks fourth\u00a0.<\/p>\n

Regionally, \u00a0Colombia\u00a0 leads South America’s naval forces, possessing a fleet of \u00a0233 vessels\u00a0 and ranking \u00a010th\u00a0 globally. This fleet includes patrol boats, submarines, corvettes, and frigates dedicated to security, surveillance, military operations, and humanitarian missions.<\/p>\n
