However, according to Magui\u00f1a, the donation consists solely of mobile units<\/strong>, overlooking the essential infrastructure required for their operation. <\/p>\n "What we are receiving are wagons, locomotives<\/em>, and some additional components. But there are no new rails, control systems, or upgrades," he emphasized. He noted that initiating this railway service will require significant public or private investment. "While the rolling material is in place, the rail system does not exist yet. This talks about a large-scale project," he added.<\/p>\n One of the critical barriers to instant implementation is that the current layout allows only a round-trip journey, complicating continual service.
