The regulation, which will continue its process in the Senate, was passed with a close vote of 19 in favor and 18 against.<\/p>\n<p class=\"ue-c-article__paragraph\">The groups that voted against the new text, amended from the previous version, include the same parties that rejected it when it was debated in the Congress\u00a0Plenary last March: <strong>PP (People&#8217;s Party), Junts, and Vox.<\/strong><\/p>\n<p class=\"ue-c-article__paragraph\">The approved text has incorporated several amendments, including one to <strong>exempt reference pricing for drugs<\/strong> that provide a strategic advantage to the National Health System (SNS) or represent an objective improvement for patients, or introducing a corrective coefficient to raise their price.<\/p>\n<p class=\"ue-c-article__paragraph\">Additionally, a transactional amendment was added to revise and modify Royal Decree 666\/2023 so that <strong>clinical veterinarians<\/strong> can dispense fractional treatments. It was also agreed that, in September, a <strong>subcommittee<\/strong> would be formed within the Health Commission to discuss the veterinary profession&#8217;s recognition as healthcare professionals, stated ERC deputy, Etna Estrems.<\/p>\n<p class=\"ue-c-article__paragraph\">\u201cThis is the second round to approve the law, and <strong>I hope it will be final<\/strong>, \u201d stated Carmen Mart\u00ednez from the PSOE (Spanish Socialist Workers&#8217; Party). She defended that the \u201cagency must be an <strong>element of coordination<\/strong> in the face of the crises that are sure to come\u201d and added, \u201cWe have tried to ensure that the project has the greatest consensus possible until the last moment. We have included incremental innovation, which is very important, and we have also opened the door to veterinarians.\u201d<\/p>\n<h2 class=\"ue-c-article__subheadline\"><strong>Criticism of the Government<\/strong><\/h2>\n<p class=\"ue-c-article__paragraph\">The debate included numerous references to the current situation surrounding the Government due to \u201c<strong>alleged<\/strong> corruption cases,\u201d as noted by the commission&#8217;s president, Agust\u00edn Santos, at the end of the session.<\/p>\n<p class=\"ue-c-article__paragraph\">\u201cAfter hearing what we have had to hear these days in this Chamber and the Plenary, things we would not want to listen to, it is a privilege to be able to talk about health and a global health law,\u201d noted Alda Recas from Sumar.<\/p>\n<p class=\"ue-c-article__paragraph\">Elvira Velasco from the Popular Group called out the \u201cbiggest crisis\u201d caused by \u201can <strong>untrustworthy Government<\/strong>,\u201d and after urging for the call for general elections, she pointed at the coalition partners supporting Pedro S\u00e1nchez&#8217;s Executive, stating, \u201cthey have gone from being partners to being accomplices.\u201d Velasco criticized that after the COVID pandemic, \u201cthere is not <strong>a single report on the Government\u2019s management<\/strong>,\u201d questioning, \u201cWhat <strong>credibility does the agency<\/strong> have in the current landscape?\u201d<\/p>\n<p class=\"ue-c-article__paragraph\">Regarding the voted bill, she reiterated that it <strong>lacks funding<\/strong>, which she warned could lead to problematic outcomes, citing the ELA Law that still lacks a budget supply. Velasco, however, appreciated that the text included an amendment regarding the <strong>appointment of the director<\/strong> of the future agency, highlighting that it will adhere to principles of equality, merit, and capacity, indirectly referencing Fernando Sim\u00f3n, director of CCAES, whom she labeled as \u201cthe spokesperson for the Government&#8217;s lies\u201d during the pandemic.<\/p>\n<p class=\"ue-c-article__paragraph\">Aside from the funding concerns, Velasco advocated for the agency to have a stable workforce and be led by \u201ca person of prestige.\u201d Being aware of the text&#8217;s impending approval, the PP spokesperson remarked, \u201cWe will improve the text in the Senate.\u201d<\/p>\n<p class=\"ue-c-article__paragraph\">From Vox, David Garc\u00eda preemptively declared their stance before the vote: \u201c<strong>We will not support<\/strong> any law from a government rotten to the bone.\u201d Garc\u00eda criticized that the Public Health Agency \u201cis born flawed from the beginning and with the objective <strong>completely distorted<\/strong>.\u201d He concluded by saying, \u201cThe Ministry of Health will lack coordination capacity; it will have to ask for permission.\u201d<\/p>\n<\/div>\n<p>In summary, the approval of the Law for the creation of the State Agency for Public Health has sparked intense discussions around governance, funding, and the need for a credible health response system in Spain.
