This initiative comes at a time when the environmental repercussions of this &#8220;ultra-ephemeral&#8221; fashion are causing major concern, particularly due to <a href=\"https:\/\/www.rse-magazine.com\/hallucinant-ce-geste-du-quotidien-pollue-nos-oceans\/\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">synthetic garments<\/a> that contribute to ocean pollution.<\/p>\n<h2>Changes Made by the Senate<\/h2>\n<p>During the examination of the text, the Senate did not hesitate to modify several points. For instance, the ban on advertising aimed at ultra-ephemeral fashion brands was initially removed, only to be reinstated after government intervention. The environmental tax, initially proposed to be more stringent, has been significantly eased. The text now primarily targets Asian platforms like <strong>Shein<\/strong> and <strong>Temu<\/strong>. Furthermore, companies will be required to inform consumers about the <a href=\"https:\/\/www.rse-magazine.com\/un-nouvel-outil-pour-mesurer-les-repercussions-ecologiques-des-vetements\/\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">environmental impact<\/a> of the clothing they sell.<\/p>\n<h2><strong>Fast Fashion Under Scrutiny<\/strong><\/h2>\n<p>Environmental protection associations are not entirely optimistic, believing that some amendments might weaken the law&#8217;s effectiveness regarding <a href=\"https:\/\/www.rse-magazine.com\/attention-a-lamende-cet-objet-est-interdit-a-la-poubelle-depuis-le-1er-janvier\/\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">circular economy<\/a> principles.<\/p>\n<p>Brands like <strong>Zara<\/strong>, <strong>Kiabi<\/strong>, along with <strong>Shein<\/strong> and <strong>Temu<\/strong>, serve as symbols within this sector, which provides approximately <strong>3.3 billion<\/strong> clothing items annually in France. This market is responsible for around <strong>10%<\/strong> of global greenhouse gas emissions. Between <strong>2010<\/strong> and <strong>2023<\/strong>, the number of garments offered on the French market increased from <strong>2.3 billion<\/strong> to <strong>3.3 billion<\/strong> annually. On average, each inhabitant is inundated with more than <strong>48 new garments<\/strong> per year, while <strong>35 garments<\/strong> are discarded every second.<\/p>\n<h2>Economic and Ecological Stakes<\/h2>\n<p>The primary goal of the proposed law is to moderate this clothing frenzy, deemed &#8220;as cheap as it is polluting.&#8221; Agn\u00e8s Pannier-Runacher, the Minister for Ecological Transition, condemns what she perceives as a genuine &#8220;invasion&#8221; of ultra-ephemeral fashion. She describes this situation as a &#8220;triple scourge.&#8221;<\/p>\n<h2>Sanctions and Mixed Reactions<\/h2>\n<p>The text includes a system of sanctions based on an &#8220;ecoscore,&#8221; with penalties potentially reaching up to <strong>50%<\/strong> of the product&#8217;s pre-tax price by 2030. The minimum fine is set at <strong>5 euros<\/strong> per product starting in 2025, escalating to at least <strong>10 euros<\/strong> by 2030. The Union of Textile Industries (UIT) views this text as a necessary &#8220;first step&#8221; and calls for its swift adoption. Conversely, Quentin Ruffat, spokesperson for Shein, criticizes these measures, arguing they harm the purchasing power of the French populace.<\/p>\n<p>The law continues its legislative journey, with a formal vote scheduled in the Senate on <strong>June 10<\/strong>. This proposal highlights the tensions between <a href=\"https:\/\/www.rse-magazine.com\/fin-de-partie-pour-oui-pub-lespoir-dun-monde-sans-prospectus-secroule\/\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">environmental concerns<\/a> and economic interests.
