This decision was made against the government&#8217;s wishes and met with opposition from a segment of the central bloc, who particularly cited the \u00a0financial implications\u00a0 of the measure.<\/p>\n<p class=\"article__paragraph\"><em>\u201cThe costs associated with the arrival of the first child are substantial: housing, childcare, food, loss of income&#8230;\u201d<\/em> stated Edouard B\u00e9nard, a deputy from the Communist Party, during the opening of the debates.<\/p>\n<p class=\"article__paragraph\">The proposal was adopted with a vote of 103 in favor and 17 against, garnering support from across the political spectrum\u2014from the left to the \u00a0National Rally\u00a0, including four deputies from \u00a0The Republicans\u00a0. The text will now proceed to the \u00a0Senate\u00a0.<\/p>\n<p class=\"article__paragraph\">While the proposal&#8217;s author defended it as an <em>\u201cadaptation to the social realities of our time\u201d<\/em>, noting that <em>\u201cmore than a third of French families have only one child\u201d<\/em>, the government opposed it due to its estimated cost of <em>\u201c3 billion euros\u201d<\/em>, as cited by B\u00e9nard.<\/p>\n<p class=\"article__paragraph\"><em>\u201cThe financial trajectory of our social security model does not allow us to implement such a measure without major reforms involving savings,\u201d<\/em> judged Charlotte Parmentier-Lecocq of the \u00a0Horizons\u00a0 party, the Minister Delegate responsible for autonomy and disability.<\/p>\n<h2 class=\"article__sub-title\">\u201cNo Redistributive Effect\u201d<\/h2>\n<p class=\"article__paragraph\">She asserted that the measure would have <em>\u201cno redistributive effect for the most modest families\u201d<\/em>, as <em>\u201cmechanically, the payment of family allowances would be absorbed by a proportional reduction in the \u00a0RSA\u00a0 (Active Minimum Income) or activity bonus.\u201d<\/em> The measure would provide <em>\u201can excess purchasing power to the most affluent classes,\u201d<\/em> added Pierre Cazeneuve from \u00a0Renaissance\u00a0.<\/p>\n<p class=\"article__paragraph\"><em>\u201cIt would mainly be the middle classes that would benefit the most, with an estimated additional 130 euros per month for some,\u201d<\/em> tempered B\u00e9nard, who was contacted by \u00a0Agence France-Presse\u00a0. He pointed out that mathematically, it would be significantly less advantageous for families receiving social benefits, but clarified: <em>\u201cwithout a decrease in purchasing power.\u201d<\/em> He emphasized that <em>\u201cthis is why a more comprehensive reform is needed; this is just a foot in the door.\u201d<\/em><\/p>\n<p class=\"article__paragraph\">To address financing solutions, the deputies adopted two amendments proposed by socialist \u00a0J\u00e9r\u00f4me Guedj\u00a0, aimed at generating revenue by recalculating the base used to determine exemptions from employer social contributions or by revising certain reduced rates for employer contributions on collective savings or corporate insurance.<\/p>\n<p class=\"article__paragraph\"><strong>With ongoing debates surrounding family allowances in France, the proposal highlights the \u00a0economic challenges\u00a0 faced by new parents.
