The ongoing \u00a0corruption investigation\u00a0 centered around the Istanbul Metropolitan Municipality (\u0130BB) has taken a dramatic turn following the release of businessman \u00a0Ali Nuho\u011flu’s\u00a0 testimony. Nuho\u011flu recounted a phone call he received from \u00a0Tuncay Y\u0131lmaz\u00a0, General Director of \u0130mamo\u011flu \u0130n\u015faat, who said, \u201cWe want to acquire this property for \u00a0Ekrem \u0130mamo\u011flu\u00a0, but we currently lack the liquidity. Once we sell our properties, we will buy these villas through your company.\u201d<\/p>\n

He further noted, \u201cI mentioned to Y\u0131lmaz that my company\u2019s cash flow was not in good shape, and he assured me that I could acquire the properties through receivables owed to me by \u0130SK\u0130.\u201d Here, Nuho\u011flu pointed out that he had \u00a0nearly 500 million\u00a0 in receivables, which led him to reluctantly accept the offer.<\/p>\n

Nuho\u011flu described a deal where he was to receive \u00a015 million TL\u00a0 and two additional villas valued at \u00a048 million TL\u00a0. He claimed this agreement was formalized after heavy scrutiny, which resulted in an uncertain additional clause involving \u00a087 million TL\u00a0 in debts. \u201cAll renovation costs for the villas, amounting to approximately \u00a015 million TL\u00a0, were covered during my ownership, with \u00a0Tuncay Y\u0131lmaz\u00a0 directing subcontractors,\u201d Nuho\u011flu stated.<\/p>\n

Nuho\u011flu\u2019s Detailed Testimony on Payment Practices<\/h2>\n

Nuho\u011flu stated that he had been involved in \u00a0asphalt works\u00a0 for \u0130BB, claiming numerous issues arose during payment processes. \u201cBoth I and many contractors faced substantial delays; it was expected that we would provide a commission for our payments. While I initially resisted, I eventually had to concede to this demand,\u201d he revealed, implicating \u00a0Fatih Kele\u015f\u00a0, IBB Sports Club President, as one of the key operatives managing these alleged corrupt practices.<\/p>\n

The payments were reportedly funneled to \u00a0Zafer Kele\u015f\u00a0, Fatih Kele\u015f\u2019s brother, in dollars through discreet deliveries carried out by Nuho\u011flu\u2019s employees. \u201cThese transactions occurred multiple times, and my employees are unaware of their specific purpose,\u201d he added, highlighting the secretive nature of these operations.<\/p>\n

Despite being detained, Nuho\u011flu expressed concerns over his health and the urgency of his release. His legal representative, \u00a0\u00d6zlem \u00c7elik\u00a0, argued that he had disclosed crucial information and deserved consideration regarding his health condition.<\/p>\n

Nuho\u011flu\u2019s Additional Testimony on June 4<\/h2>\n

In a supplementary statement provided on June 4, Nuho\u011flu reiterated his commitment to providing further details under \u00a0effective remorse\u00a0 regulations. He outlined specific transactions involving significant sums delivered to Kele\u015f for undisclosed purposes. \u201cPayments were made to both Kele\u015f and another employee, \u00a0O\u011fuz Kaan Demircio\u011flu\u00a0, amounting to over \u00a03 million dollars\u00a0 in various transactions,\u201d he detailed.<\/p>\n

According to Nuho\u011flu, these payments, which occurred around July and August 2022, were made in person at designated locations like \u00a0Aqua Florya\u2019s parking lot\u00a0. He firmly stated that neither he nor his employees had knowledge of why these payments were being made.<\/p>\n

His attorney, \u00d6zlem \u00c7elik, concluded the sessions by maintaining that Nuho\u011flu\u2019s statements are supported by documented evidence, affirming the necessity of applying effective remorse provisions and emphasizing his deteriorating health conditions as reasons for immediate release.<\/p>\n
