As the N.1.8.1 variant of SARS-CoV-2 raises \u00a0concerns\u00a0 about a possible resurgence as summer approaches, France faces a straightforward yet \u00a0crucial\u00a0 question: Is it ready to tackle a new \u00a0pandemic wave\u00a0? The country has learned valuable \u00a0lessons\u00a0 from the Covid pandemic but still has significant work to do, compounded by budgetary \u00a0constraints\u00a0.<\/p>\n

A Graduated Plan\u2026<\/h2>\n

The \u00a0governmental framework\u00a0, spearheaded by the General Secretariat for Defense and National Security (SGDSN), is based on a graduated plan<\/a> consisting of five stages, from initial detection to mitigation of effects. This system, informed by the experience gained during Covid-19, aims to be \u00a0flexible\u00a0 and \u00a0cross-sectoral\u00a0, incorporating the principles of the “One Health” approach\u2014supported by the World Health Organization\u2014which ensures that human, animal, and environmental health are \u00a0intricately linked\u00a0.<\/p>\n

It notably plans for the rapid implementation of travel \u00a0restrictions\u00a0, localized lockdowns, and broad intersectoral coordination. Additionally, a highly effective \u00a0logistical network\u00a0 has been established: as of now, 38,000 pallets of sanitary products are stored and distributed across the territory via a decentralized system that includes a logistical platform in Cr\u00e9teil. The lessons learned from the chaos of 2020 have been partially \u00a0absorbed\u00a0.<\/p>\n

\u2026But Warning Signals Persist<\/h2>\n

However, behind this seemingly robust structure, several warning signals persist. According to the \u00a0Global Health Security Index\u00a0, France scores only 61.9 out of 100 in terms of preparedness and plummets to 45.7 out of 100 regarding early \u00a0detection and reporting\u00a0. In other words, one of the essential links\u2014timely threat identification\u2014remains too weak. Compounding this issue is a noticeable reduction in the number of \u00a0intensive care\u00a0 unit beds since 2020, declining from 9.3 to 8.4 beds per 100,000 inhabitants. This contraction is paradoxical, especially given that the Covid crisis highlighted the importance of this capacity.<\/p>\n

The Court of Auditors Highlights Mask Management Issues<\/h2>\n

The 2025 report<\/a> by the Court of Auditors also points out shortcomings in the management of \u00a0strategic stocks\u00a0. Although the government has taken control of this management, the distribution doctrine\u2014who and when should receive masks during a crisis\u2014remains vague. The stock, which was hastily assembled in 2020, is currently being renewed, but the logistical planning and clarity of procedures (donations, destruction, distribution circuits) remain \u00a0insufficient\u00a0. The Court recommends anticipating a broader distribution, including pharmacies and local authorities, to avoid any improvisation.<\/p>\n

On the innovation front, France can rely on effective modeling tools like MODSIR19, developed in Nancy. This tool allows for the \u00a0simulation\u00a0 of virus spread, projections of hospitalizations, and virtual testing of the impact of health measures. This capacity to anticipate through data could become a significant \u00a0lever\u00a0, provided it is fully integrated into decision-making scenarios.<\/p>\n

The landscape is thus \u00a0mixed\u00a0. France is undoubtedly better prepared than in 2020, but certain vulnerabilities\u2014such as \u00a0epidemiological surveillance\u00a0, stock usage doctrine, and hospital capacities\u2014could fall short in the event of a rapid spread of a highly \u00a0transmissible variant\u00a0.<\/p>\n<\/div>\n
