This decision blocked the tariffs imposed on \u00a0Canada\u00a0, \u00a0Mexico\u00a0, and \u00a0China\u00a0, accused of not doing enough to combat \u00a0fentanyl trafficking\u00a0, as well as the \u00a0&#8220;reciprocal&#8221; tariffs\u00a0 instituted earlier in April, whose application was postponed beyond a 10% threshold until July.<\/p>\n<p class=\"article__paragraph\">The decision was denounced by the \u00a0White House\u00a0, however, it was welcomed by the U.S.&#8217;s main trading partners, with China even calling for the \u00a0&#8220;total cancellation&#8221;\u00a0 of these tariffs.<\/p>\n<p class=\"article__paragraph\">Following this, the government filed for an emergency request, announcing its readiness to take the issue to the \u00a0Supreme Court\u00a0 to obtain this temporary suspension as soon as Friday. However, an appeals court accepted the government&#8217;s request, consolidating the two lawsuits on the same subject\u2014one initiated by small businesses and the other by a coalition of U.S. states\u2014into a single case.<\/p>\n<h2 class=\"article__sub-title\">A &#8220;Manifestly Erroneous&#8221; Ruling<\/h2>\n<p class=\"article__paragraph\">The decision made by the ITC sparked outrage from the \u00a0White House\u00a0, which described the ruling as \u00a0&#8220;manifestly erroneous&#8221;\u00a0 and expressed confidence that \u00a0&#8220;this decision will ultimately be overturned on appeal.&#8221;\u00a0<\/p>\n<p class=\"article__paragraph\">Meanwhile, China urged the United States to \u00a0&#8220;totally cancel the unjust unilateral tariffs,&#8221;\u00a0 following the ITC ruling, through a statement from a spokesperson for the Ministry of Commerce. &#8220;The government warmly welcomes yesterday&#8217;s decision,&#8221; Canadian Prime Minister \u00a0Mark Carney\u00a0 stated in Parliament, noting that it confirms Canada&#8217;s long-standing position that these tariffs are illegal and unjustified.<\/p>\n<p class=\"article__paragraph\">However, Carney added, &#8220;We believe that our trade relationship with the United States is still profoundly threatened&#8221; by the persistent tariffs on steel, aluminum, and the automotive sector, expressing a desire to &#8220;enhance cooperation with reliable trading partners and allies around the world.&#8221;<\/p>\n<section class=\"catcher catcher--favoris\">\n<div class=\"catcher__content\"><span class=\"catcher__title <\/p>\n<\/section>\n<p class=\"article__paragraph\">Detailing the court&#8217;s reasoning, the judges contend that the President cannot invoke the \u00a0Economic Emergency Act of 1977 (IEEPA)\u00a0 to implement \u00a0&#8220;an unlimited tariff on products from nearly all countries,&#8221;\u00a0 according to the ruling consulted by Agence France-Presse.<\/p>\n<h2 class=\"article__sub-title\">Two Complaints Filed<\/h2>\n<p class=\"article__paragraph\">The judges emphasized that the decrees adopted \u00a0&#8220;exceed the powers granted to the president under the IEEPA to regulate imports,&#8221;\u00a0 as this law only permits \u00a0&#8220;economic sanctions necessary in the case of an emergency to combat an \u2018extraordinary and unusual\u2019 threat.&#8221;\u00a0 Any interpretation that delegates \u00a0&#8220;unlimited authority over tariffs&#8221;\u00a0 is unconstitutional, the judges stated.<\/p>\n<section class=\"inread renunciation of legislative power to benefit another branch of government,&#8221;\u00a0 violating the U.S. Constitution.<\/p>\n<p class=\"article__paragraph\">The court&#8217;s ruling stemmed from two lawsuits: one filed by a coalition of twelve U.S. states, including \u00a0Arizona\u00a0, \u00a0Oregon\u00a0, \u00a0New York\u00a0, and \u00a0Minnesota\u00a0, and the other by a group of U.S. businesses, who accused Mr. Trump of usurping powers belonging to Congress.<\/p>\n<p class=\"article__paragraph\">On \u00a0April 2\u00a0, President Trump announced \u00a0&#8220;reciprocal tariffs,&#8221;\u00a0 intended to cover all countries worldwide, but retreated in the face of plummeting financial markets, granting a 90-day pause while maintaining a base tariff of 10% to open the door for trade negotiations.<\/p>\n<p class=\"article__paragraph\">Following intense back-and-forth and escalating tariffs, \u00a0Beijing\u00a0 and \u00a0Washington\u00a0 eventually agreed in mid-May to revert to a \u00a010%\u00a0 tariff on U.S. goods and a \u00a030%\u00a0 tariff on Chinese products.<\/p>\n<p class=\"article__paragraph\">However, following the ITC ruling on Thursday, the spokesperson for the Chinese Ministry of Commerce condemned the American \u00a0protectionism\u00a0 as \u00a0&#8220;benefiting no one.&#8221;\u00a0<\/p>\n<section class=\"catcher
