Delegates at the 129th \u00a0German Medical Congress\u00a0 today voted overwhelmingly (212 in favor, 19 against) in support of the draft proposed by the \u00a0Federal Medical Association (B\u00c4K)\u00a0, the \u00a0Association of Private Health Insurance\u00a0 (PKV), and the civil service health care scheme (Beihilfe).<\/p>\n<p class=\"leading-relaxed mb-5\">\u00a0B\u00c4K President Klaus Reinhardt\u00a0 previously warned that rejecting the GO\u00c4 draft could jeopardize the political credibility of the medical profession. He remarked that continuing \u201cthe status quo\u201d offers no certainty.<\/p>\n<p class=\"leading-relaxed mb-5\">Given the years of effort involved, it cannot be said that this was a rushed decision. The process has also seen a great deal of \u00a0transparency\u00a0. Around \u00a0165 professional and specialist associations\u00a0 were extensively consulted, Reinhardt emphasized. Furthermore, if implemented politically, the new GO\u00c4 would result in better compensation for a broad range of physicians without overwhelming patients with a projected \u00a013.2% increase\u00a0 (approximately \u00a0\u20ac1.9 billion\u00a0) in private health insurance expenditures within the first three years.<\/p>\n<h2 class=\"leading-normal mb-4 !mt-12 [&amp;:first-child]:!mt-0 font-condensed font-semibold text-xl md:text-2xl\">Clear Consensus Emerges in Debate<\/h2>\n<p class=\"leading-relaxed mb-5\">In a roughly \u00a0one-hour debate\u00a0 featuring 25 speakers, diverse arguments were exchanged. The prevailing mood was clear: 21 representatives supported a new GO\u00c4 while four opposed it.<\/p>\n<p class=\"leading-relaxed mb-5\">Many voices lamented the external influence on the debate. Several reported that phone calls prior had often been irrelevant, with a flyer distributed at the Leipzig fair grounds stirring controversy. \u00a0G\u00fcnter Meyer\u00a0 from Lower Saxony denounced the anonymous flyers as a \u201clow point in collegial dialogue,\u201d asserting that \u201csuch disrespect for the democratic process of the German Medical Congress\u201d must be firmly rejected.<\/p>\n<p class=\"leading-relaxed mb-5\">\u201cWe must respond with a clear vote in favor of the GO\u00c4 against these pressures from various sides,\u201d stated \u00a0Bernd Haubitz\u00a0 from Lower Saxony. \u00a0Reinhard Reichelt\u00a0 from Bavaria echoed this sentiment, indicating his desire to \u201csend a strong signal because politics is waiting.\u201d<\/p>\n<p class=\"leading-relaxed mb-5\">\u00a0Oliver Funken\u00a0 from the North Rhine Medical Association further elaborated that previously there had only been \u201cfrustrating attempts\u201d to reform the GO\u00c4. With the opportunity now \u201con the penalty spot,\u201d he urged for completion \u2013 nothing more needed to be said.<\/p>\n<p class=\"leading-relaxed mb-5\">Some speakers worried that failing to reach a decision might allow politics to take control and implement a GO\u00c4 devoid of medical influence. \u00a0Marlene Lessel\u00a0 from Bavaria emphasized the importance of demonstrating to both politics and society that the medical profession can make decisions collectively. \u201cThis message is extremely important.\u201d Likewise, \u00a0Jens Placke\u00a0, President of the Mecklenburg-Vorpommern Medical Association, stressed the necessity of updating \u00a0outdated regulations\u00a0.<\/p>\n<p class=\"leading-relaxed mb-5\">\u201cWe serve as the voice of the medical profession towards politics and the public, and therefore have to address this,\u201d asserted \u00a0Tilman Kaethner\u00a0 from Lower Saxony. He described the new GO\u00c4 as a compromise, one he was not enthusiastic about but acknowledged nonetheless.<\/p>\n<p class=\"leading-relaxed mb-5\">The proposed enhancement of conversation services in the new GO\u00c4 was repeatedly praised. \u00a0Nicola Buhlinger-G\u00f6pfarth\u00a0, a general practitioner in \u00a0Baden-W\u00fcrttemberg\u00a0, noted that medical work is increasingly being measured while artificial intelligence (AI) and digitalization are becoming more significant. \u201cThus, the value placed on conversation is vital. Because AI cannot do that.\u201d<\/p>\n<p class=\"leading-relaxed mb-5\">For \u00a0Barbara R\u00f6mer\u00a0 from the Rhineland-Palatinate, medical consultations go beyond mere conversation; \u201cTalking to patients involves so much more. Therefore, it is critical that this is better compensated.\u201d<\/p>\n<p class=\"leading-relaxed mb-5\">Many delegates also countered earlier claims that practices would incur significant losses under the new GO\u00c4. \u201cIf a practice is basing its business model on this, then something is wrong,\u201d explained \u00a0Sabine Olischl\u00e4ger\u00a0 from Hesse. \u00a0Niels Vogel\u00a0 from North Rhine considers the new GO\u00c4 to be a \u201cshield against investors and their interests.\u201d<\/p>\n<p class=\"leading-relaxed mb-5\">\u00a0Hendrik Sch\u00f6nborn\u00a0 from Schleswig-Holstein, who identifies as a \u201cradiologist\u2019s husband,\u201d mentioned that there are \u201cradiologists who communicate, and for them, the new GO\u00c4 fits well.\u201d He also warned against governmental structures if self-governance does not propose its own solutions.<\/p>\n<p class=\"leading-relaxed mb-5\">Critics also participated in the discussion. \u00a0Wieland Dietrich\u00a0 from North Rhine projected a \u00a030% real wage loss\u00a0 due to the new GO\u00c4. He and other critics sought a motion that would indirectly initiate a restart of negotiations. \u00a0Markus Haist\u00a0 from Baden-W\u00fcrttemberg noted that there are significant differences between the GO\u00c4 versions from 2022 and 2024. \u00a0Dirk Palukat\u00a0 from Hesse pointed out the absence of a \u201crobust cost calculation.\u201d His motion was ultimately delegated to the board.<\/p>\n<p class=\"leading-relaxed mb-5\">Following nearly an hour of discussion, delegates called for the end of the debate via a motion. They argued that all points had already been raised. With \u00a0116 votes in favor\u00a0, a large majority of delegates supported this suggestion, although approximately 30 speakers remained on the list.<\/p>\n<p class=\"leading-relaxed mb-5\">The joint draft will now be presented to the new Federal Minister of Health, \u00a0Nina Warken\u00a0 (CDU). Following this, the regulation must still be approved in the federal cabinet.
